Water Distribution and Wastewater Collection Supervisor

  • This is a leadership position that is responsible for operational and supervisory duties associated with the Town’s wastewater collection and water distribution systems. Responsibilities include supervision and training of personnel, customer service, general system repairs and construction, safety programs, contractor assistance and department programs; general routine maintenance, water meter program; lead & copper, backflow and FOG compliance programs.

    Johnstown is a growing community of 20,000 people with a water system that includes a raw water transmission system, a potable distribution system, 1 treatment plant, 2 elevated tanks, 3 pump stations, 5 pressure zones, and 8 PRV’s. Johnstown’s wastewater system includes the wastewater collection system, 2 treatment plants, and 2 lift stations.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required.  The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

    1. Communicates daily with crew to assign and discuss daily work assignments and in the supervision and planning, ordering of supplies, scheduling repairs, and completion of assigned work programs.
    1. Schedules and completes repairs and construction on water distribution and wastewater collection systems as needed including emergency main failure repairs, service line maintenance including meter infrastructure and curb stops, and all excavation, repairs and installation of water and wastewater collection system appurtenances. 
    1. Assesses and addresses internal and external customer concerns, complaints and requests for service and provides appropriate response ranging from issues such as sewer backups, odor concerns, water quality concerns, high consumption concerns, low and high pressure, volume concerns, noisy pipes, and service line leaks.
    2. Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
    3. Contractor assistance with water line shut down, valve operation, water line fills, pressure tests, chlorine tests, water main tapping, manhole connections, CCTV review and inspections. 
    4. General routine maintenance programs; fire hydrants (maintenance, repair, and painting); water system control flushing; water meter, pit/vault and transponder maintenance; system research/mapping; lift station maintenance; problem area wastewater monitoring, management of sewer cleaning and inspection contract.
    5. Management of CDPHE compliance programs including backflow, lead and copper, Total Coliform, and FOG. 
    6. Reviews and recommends changes to water and wastewater system engineering drawings and works directly with Town engineering personnel and field contractors to inspect and accept projects for utilities.
    7. Coordinates projects with other Town departments.  Projects include loaning and borrowing equipment between departments, proving operational input on town and development construction projects to the Engineering Department, daily coordination with Utility Billing on installing and maintaining automated meters, and planning for main repairs, valve box and manhole adjustments in advance of pavement rehab program.
    8. Assists with budget preparation and manages expenses for assigned work programs. Evaluates and requests budgeting for new equipment and safety needs by analyzing infrastructure equipment and material inventory.  
    9. Documents and completes monthly and annual department progress reports.   Formulates daily work orders and updates field data utilizing assigned programs.
    10. Must be available to carry a cell phone as assigned and respond to and manage emergency situations, whether in the regular workday or after hours.
    11. Assures appropriate personal protective equipment for assigned staff is utilized and enforces safety policies and procedures for assigned employees in the field.  Provides field training including safety, equipment operation, and maintenance procedures.
    12. Develops and/or participates in the development of staff work plans, measures, and tracks progress towards goals, prepares and conducts timely and constructive performance evaluations.
    13. Coaches, counsels, and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies, and procedures.  
    14. Acts as manager in the absence of the collections and distribution superintendent.
    15. Performs other related duties as assigned.


    KNOWLEDGE, SKILLS AND ABILITIES

    • Advanced knowledge of:
      1. Water distribution and wastewater collections system construction, repair, operation and maintenance.
      2. Pertinent federal, state, and local laws, codes, and regulations. 
      3. Traffic control, flagging, signing and coning procedures
      4. Operation of equipment used to maintain water and wastewater systems: 

    Tandem axle dump trucks with trailer, small portable vacuum unit, forklift, jackhammer, metal detector, paint sprayer, air tester, air blower, snow removal equipment, front-end loader, large portable vacuum machine, backhoe, skid steer, excavator, valve rotation machine, concrete cutting saw, portable hoist, power washer, hydraulic tamper, hydraulic hand tools, service line freeze kit, pneumatic pumps, meter test machines, tapping machine, pipe locator, water flow rate diffuser, portable meter tester, leak detectors, meter profilers, shoring equipment, cutting torch, welding equipment, SCADA monitoring equipment, electrical repair instruments, trailered traffic control boards, and chlorine analyzer.

    1. Computer hardware and software to maintain record systems. 
    2. Procedures and methods used to provide for safety and security in all work situations
    3. Town design and construction specifications.
    • Advanced skills and ability to:
      1. Support creative thinking and problem solving and encouraging participatory decision making.
      2. Exercise appropriate level of initiative and judgment to make decisions within the scope of assigned authority. 
      3. Effectively communicate and interact with all levels of personnel within the Town. 
      4. Effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the Town in a positive and cooperative manner.
      5. Demonstrate a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service. 

     

    WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

    • Respond to On-Call emergencies for water distribution or sewer collection infrastructure and facilities.
    • The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. 
    • Work is primarily performed in an office and fieldwork environment with low to moderate noise levels. 
    • Physical effort and activities include driving a Town-owned vehicle or personal vehicle to perform essential functions and drive to and from business meetings.
    • Strenuous physical work with heavy lifting, pushing or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently.  
    • Must be able to access underground vaults, manholes and structures.   
    • Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, dust, noise, and dangers of working around construction sites.


    QUALIFICATION REQUIREMENTS:

    • High School Diploma / GED 
    • Valid Colorado Driver’s License 
    • Colorado Class A Commercial Driver License 
    • Five years of experience in Wastewater Collection, Water Distribution or related field.
    • CCWP Class 3 Certification in Water Distribution. Preferred Class 4
    • CCWP Class 2 Sewer Collection. Preferred Class 3
    • Preferred one year of experience as Supervisor or Crew Leader directly related to position.
