    ABOUT THE AGENCY
    The Orange County Mosquito and Vector Control District (the District) is an independent special district dedicated to protecting public health by controlling rats, flies, mosquitoes, Red Imported Fire Ants, and other vector related problems. The operation of the District is overseen by a District Manager and Board of Trustees comprised of 35 members, each appointed by their city of residence (34) with one member representing the County. The District has a full-time staff of 69 employees and a seasonal staff of approximately 70 employees that assist in the day-to-day operations.

    ABOUT THE POSITION
    The Deputy Director of Finance/Director of Finance is an executive management level class, which oversees the District finances. The Finance Division consists of one and half (1.5) full-time-time staff who are responsible for the financial transactions, record-keeping, accounting, compliance with governmental accounting, and administers the District budget.

    DEFINITION
    Under general direction, plans, organizes, and manages the staff and operations of the Finance Division including financial transaction analysis, reporting, and record-keeping; performs professional accounting work to ensure regulatory compliance with governmental accounting standards; maintains and administers the District’s accounting system; directs and administers budget preparation and monitoring, cost analysis, administrative research and analysis, project analysis and monitoring, and contract management; coordinates assigned activities with other District departments, officials, outside agencies, and the public; provides complex and responsible professional assistance to the District Manager in areas of expertise; and performs related work, as required.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the District Manager. Exercises direct supervision over technical and administrative support staff.

    • Plans, manages, and oversees the daily functions, operations, and activities of the District’s payroll, finance and accounting functions, including preparing, monitoring, forecasting, and analyzing financial information, financial processing, reporting, and record-keeping.
    • Manages and participates in the development and administration of the division’s and District’s annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of revenue and approves expenditures; directs and implements adjustments as necessary.
    • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
    • Supervise bi-weekly and off-cycle payroll activities, along with Personnel Action Form (PAF) processing in accordance with Memoranda of Understanding, and employment contracts and adherence to local, state, and federal rules and regulations including, but not limited to, Public Employees’ Retirement Law, Internal Revenue Service, Social Security Administration, California State Employment Development Department, Fair Labor Standards Act, and California Government Code.
    • Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; identifies opportunities for improvement and makes recommendations to the District Manager.
    • Participates in the selection, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
    • Implements adopted administrative services strategic plans, policies, and standards.
    • Administers the meet-and-confer process; administers agreements when adopted and may negotiate agreements with employee organizations.
    • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with District specifications and service quality.
    • Administers, manages, coordinates, prepares, and analyzes functions related to debt management, treasury management, grant management, capital asset management, and procurement for operation and capital improvement projects.
    • Manages, coordinates, prepares, and analyzes long-term financial plans including annual operating and capital budgets, monthly/quarterly budget to actual review, and forecasting and long-term financial planning.
    • Establishes, recommends, updates, coordinates, and manages a variety of financial policies and procedures including general accounting, financial analysis, procurement, debt management, investment management, grant management and capital asset management; prepares and updates the District’s comprehensive financial plan document.
    • Troubleshoots issues and seeks consultation related to automated financial and timekeeping systems.
    • Maintains and reconciles a variety of ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records; performs month-end, fiscal year-end, and calendar year-end accounting system processing.
    • Prepares and analyzes a variety of complex financial reports, statements, and schedules; prepares periodic and special reports, including monthly, quarterly and annual financial reports, the State Controller Report and the District’s Comprehensive Annual Financial Report (CAFR).
    • Manages the District’s annual audits of financial statements and assists in the preparation of accounting schedules and data worksheets.
    • Represents the division to other District divisions and departments, Board of Trustees, and outside agencies; explains and interprets departmental programs, policies, and activities; prepares and presents staff reports and other necessary correspondence related to assigned activities and services.
    • Recommending strategic judgments and evaluating the impact of financial decisions while focusing on cost effectiveness and efficiency.
    • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
    • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of finance and accounting; research emerging products and enhancements and their applicability to District needs.
    • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
    • Directs the establishment and maintenance of working and official employee files.
    • Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols.

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
    Equivalent to graduation from an accredited four-year college or university with major coursework in finance, accounting, business or public administration or a related field and three (3) years of increasingly responsible professional finance or accounting management experience, one (1) year of which should be in a supervisory capacity highly desirable.

    Licenses and Certifications:
    • Possession of, or ability to obtain, a valid California driver’s license by time of appointment.
    • Deputy Director of Finance: Three (3) years of relevant experience and a Bachelor’s degree from an accredited university.
    • Director of Finance: Five (5) years of relevant experience and one (1) year of which should be in a supervisory capacity; Master’s degree or CPA highly desirable.

    Supplemental Information

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen and to operate a motor vehicle to visit various District and meeting sites; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

    SALARY AND BENEFITS
    Salary Range: The annual salary for this position is $109,428 - $139,713. Salary range contains nine (9) steps approximately 2.75% apart. First pay increase would be six month from date of hire.
    A 3% Cost of Living Increase is scheduled for 07/01/2024.

    9/80 Schedule: The District offices are open Monday through Thursday, from 7:00 a.m. to 4:30 p.m. and Friday from 7:00 a.m. to 3:30 p.m. Employees work a 9/80 schedule which includes two (2) rotating shifts with every other Friday off. Employees may be assigned to work a varied schedule including weekends, evenings, and/or holidays.

    Retirement: The District participates in the California Public Employees’ Retirement System (CalPERS/PERS). For eligible “Classic” Members, the District provides the 2% @ 60 formula with the employee paying the 7% PERS contribution. For eligible “Non-Classic” (PEPRA) Members, the District provides the 2% @ 62 formula with the employee paying the 6.75% PERS contribution. The California Public Employees’ Pension Reform Act (PEPRA) is defined as:

    • A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six (6) months.
    • A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.
    • A new hire who joins CalPERS for the first time on or after January 1, 2013, and was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.
    District employees do not pay into the Social Security System except for the Medicare deduction.

    Deferred Compensation: The District provides a matching deferred compensation benefit in the amount of $170 per pay period. MissionSquare Retirement and Nationwide are the 457 Deferred Compensation providers.

    Health, Dental, and Vision Plans: The District contributes a monthly allowance ranging from $1,200 to $1,920 per month based upon employee’s dependent level of medical coverage for Executive Management. This allowance is to be used toward medical, dental, and/or vision premiums. Medical coverage is offered through CalPERS; dental coverage is offered by Guardian Dental; and vision coverage is offered by VSP Vision. A Cash-in-Lieu benefit is available to eligible employees declining the District offered medical, when providing proof of other qualifying medical coverage, in the amount of $920.

    Life Insurance, AD&D Insurance, and Short-Term and Long-Term Disability: The District provides a Basic Life and Accidental Death & Dismemberment insurance policy in the amount of $100,000 for Administrative Management employees. A short-term disability policy with a seven (7) day waiting period and a long-term disability policy with a 60-day waiting period is provided to for the employee. Additional employee paid voluntary benefits, including accident, critical illness, cancer, and short-term disability are available through AFLAC.

    Retiree Health: All employees retiring from the District receive the CalPERS PEMHCA minimum when they choose to participate in the District’s group health plan. Additional funds are provided for employees retiring at ten (10) plus years of full-time service for the District.

    Vacation: All Administrative Management employees shall accrue vacation based upon years of service:
    • 0 – 3 Years = Three (3) weeks per year
    • 4 – 7 Years = Four (4) weeks per year
    • 7 Years = Five (5) weeks per year
    Vacation cash-out available for Administrative Management employees to a maximum of 80 hours per fiscal year.

    Executive Leave: Executive Management employees shall receive 49 hours of executive leave per calendar year.

    Sick Leave: Ninety-six (96) hours per year are earned on an accrual basis commencing from date of hire. The District allows eligible employees to participate in an annual Sick Leave Buy Back.

    Paid Holidays: All District employees receive eleven (12) paid holidays per year, plus two (2) floating holidays, based on start dates.

    Automobile Allowance: $400 per month auto allowance for Directors.

    Bilingual Pay: The District provides $40 per pay period.

    Tuition Reimbursement: Eligible employees are provided up to $2,500 per year for the cost of tuition, registration fees, laboratory fees, and books from an accredited institution for job-related coursework.

    Longevity Pay: The District provides longevity pay in the amount of an additional 2.75% of base pay for employees with 20 plus years of service; 5.5% of base pay for employees with 25 years of service; and 8.25% of base pay for employees with 30 plus years of service.
