    Glimpse into the Job:
    This position is responsible for leading the efforts of the National Spill Control School (NSCS) at Texas A&M University-Corpus Christi. The NSCS is recognized in the Oil Pollution Act of 1990 (33 USCA, Sec. 2761.c.2.D) and serves as a resource for consulting, training, and research in oil spill prevention, planning and response. The Director develops and coordinates initiatives with a wide range of local, state, national and international stakeholders, including industry, faculty, staff, students, governmental agencies (including the military), and NGOs. NSCS is self-funded by fees, grants and contracts.

    Opportunities to Contribute:
    Management of training offerings in spill prevention and response

    Serve as subject matter expert on releases of petroleum, fuels, and hazardous chemicals into diverse environments.

    Current certification and able to serve as lead instructor for environmental and safety training classes, including OSHA-mandated training for professionals and workers in the Oil Spill, HAZMAT, and Emergency Management industries.

    Develop annual course schedules and identify and hire and supervise qualified instructors for course coverage as needed.

    Ensure that core course offerings meet regulatory certification requirements.

    Ensure core course offerings include the following: hazardous waste operations and emergency response (HAZWOPER), hazmat and oil spill awareness, spill management, spill response and safety, hazardous materials transportation, geographic information systems for environmental response, shoreline assessment and cleanup (SCAT), and environmental information management systems as well as contingency planning and spill response exercise development.

    Research, acquire and develop training materials, courses, and course modules.

    Negotiate and manage teaming agreements with affiliated training providers, suppliers, prime contractors, and response organizations.

    Prepare proposals for special courses, research, and other purposes.

    Teach academic courses in the Department of Physical and Environmental Sciences, Environmental Science Program, (bachelor's and master's levels) and Environmental and Occupational Safety/Emergency Response (bachelor's level) programs, as appropriate.

    Coordinate, mentor and train student interns, work-study students, and research assistants at the NSCS.

    Mentor undergraduate and graduate students for Environmental Health and Safety careers.

    Facilitate development and delivery of Spanish language training programs.

    Present dedicated courses at client sites nationally or internationally.

    Expansion of governmental, corporate and industry engagement

    Participate with community emergency response organization leadership in planning, training, drills, exercises, and some response activities.

    Market and promote the NSCS at the local, regional, national, and international level.

    Develop a business plan for the near and long-term to ensure a self-sustaining NSCS.

    Facilitate opportunities for collaboration, partnerships, and external funding with stakeholders.

    Develop a strategic vision and a continuous improvement plan for the NSCS.

    Administrative Oversight of Operations

    Serve as administrative head responsible for preparation and administration of NSCS budget, policies, and programs.

    Select, supervise, and manage staff, interns, and volunteers.

    Coordinate courses and other activities as appropriate with academic program coordinators, R&I staff, and other relevant TAMU-CC staff to ensure effective daily operations.

    Provide oversight of unit functions (scheduling; proposals, contracts, and agreements; acquisitions; hiring, employment and supervision of employees; website management; course registration packets and other materials for courses; completion certificates; electronic and hard-copy record-keeping; maintenance of safety and response equipment)

    Primary responsibility for all risk management activities associated with unit operations.

    Coordinate with appropriate university departments to manage inventory, permits, licenses, and insurance for vessels.

    Coordinate marketing and business development activities, representing the NSCS and TAMU-CC

    Other duties as assigned and developed.

    Research

    Provide leadership in the proposal, development, and implementation of land, coastal and atmospheric environmental research programs involving oil and hazardous materials.

    Serve as the Principal Investigator (PI) or senior personnel on research projects.

    Supervise and collaborate in research projects.

    Produce research conference presentations, white papers/technical reports, and publications.

    What You Will Need:
    Bachelor of Science degree in Environmental Science, Chemistry, Biology, Industrial Hygiene, Safety, Civil Engineering, or related field.

    Ten (10) years of management experience with Oil Spill Removal Organization ( OSRO ) or governmental or consulting organizations conducting hazardous or industrial waste, oil spill, or emergency response.

    Management or leadership experience in environmental and safety training programs.

    Subject matter expertise on releases of petroleum, fuels, and hazardous chemicals into the environment.

    Ability to instruct OSHA HAZWOPER and Oil Spill Response courses.

    Familiarity with Shoreline Cleanup Assessment Technique (SCAT).

    Familiarity with PREP exercise management and implementation.

    Ten years of relevant experience in oil spill response, prevention and planning and environmental health and safety.

    Proficient in Federal regulations concerning hazardous materials, hazardous wastes, and spill response.

    Expertise in boat, skimmer, pump, and response heavy equipment operations and maintenance.

    Be able to travel internationally for up to 2 weeks per year.

    Able to work onsite on an island in Corpus Christi Bay.

    Success in working with local, national, and international businesses and industries.

    What They Would Like to See:
    Doctorate in Environmental Science, Chemistry, Biology, Industrial Hygiene, Safety, Civil Engineering, or related field.

    Research experience in oil spill response.

    Prior experience in the US Coast Guard, NOAA, or other U.S. DOD environmental programs at the officer-level or as site management personnel in State environmental agencies.

    Demonstrated mentorship of university students.

    Experience working and operating boats in Texas coastal waters.

    Experience with the Port of Corpus Christi, the largest petroleum exporting port in the U.S.

    Experience working with the US Coast Guard - Sector Corpus Christi.

    Experience working with the Texas General Land Office.
