Network Control Center Manager manages the daily activities of a network service function to ensure efficient, reliable, and secure operations that meet users' needs. Directs testing, configuration changes, or upgrades to network hardware or software. Being a Network Control Center Manager oversees monitoring of the network traffic and performance to identify and troubleshoot any issues. Leads incident response and implements standard incident management processes, including root cause analysis (RCA) of any issues to identify and deploy corrective actions. Additionally, Network Control Center Manager develops capacity planning forecasts and strategies.     Job Description Summary:
    Frontiers Clinical and Translational Science Institute (CTSI) is supported by a five-year, $27 million grant from the National Center for Advancing Translational Sciences (NCATS) of the National Institutes of Health (NIH); we are in our third cycle (2022 - 2027) of funding. We are a consortium of academic medical centers and healthcare systems, members include The University of Kansas, The University of Kansas Health System, Children's Mercy Hospital Kansas City, University of Missouri - Kansas City, Kansas City University, Kansas State University, and St. Luke's Hospital. Frontiers is part of the Clinical and Translational Science Awards (CTSA) Program, a national network of approximately 60 medical research institutions that work together to translate scientific discoveries into advances in patient care.

    The overall goal of Frontiers Clinical and Translational Science Institute (Frontiers CTSI), is to catalyze improvements in health and healthcare for the region and nation by training a diverse workforce, listening, learning and partnering with all stakeholders and surmounting barriers to innovation, and achieving equity across the lifespan for the underserved and excluded populations including those in the rural communities we serve.

    Reporting to the Project Director of Frontiers CTSI, the Quality Assurance/Quality Control (QA/QC) Project Manager will provide quality control and management support for NCATS Prior Approval requests. The QA/QC Project Manager will be responsible to review and improve UL1, KL2, and TL1 (when applicable) administrative interactions with NCATS Prior Approval requests, prepare submissions to the eRA Commons Human Subjects System (HSS), update participant-level data for Frontiers funded projects, and to manage the overall process. The incumbent will also obtain training from NCATS and other CTSA Consortium members. This position will assist principal investigators affiliated with Frontiers through the NIH Public Access Policy Compliance process for manuscripts. The incumbent will assist the Project Director with the annual required Research Performance Progress Reporting. The position will work closely with Frontiers Evaluation team in aligning data collection and metrics relevant to quality assurance processes.

    This position will have a hybrid work arrangement, working remotely and on campus based on a set schedule. Expected annual starting salary $80,000.

    Required Qualifications:
    Education: Bachelors' degree in a relevant field

    Work Experience:
    Knowledge and understanding of NIH grant preparation and proposal submission, adhering to institutional and federal regulations.

    Experience in healthcare, medical and social sciences, or medical industries.

    Previous work experience managing multiple projects.

    Excellent communication as evidenced by application materials.

    Preferred Qualifications:
    Education: Master's degree in a relevant field.

    Work Experience:
    Two years' experience working with investigators and study teams on NIH-supported grants

    Experience working with Sponsored Programs Administration, Institutional Review Boards and Institutional Animal Care and Use Committees

    Experience as a clinical research professional

    In-depth understanding of human subjects research regulations

    Knowledge of quality assurance, quality control and project management concepts

    Working knowledge of REDCap (Research Electronic Data Capture)

    Skills:
    Attention to detail, initiative and good organizational abilities

    Ability to establish and maintain effective working relationships at all levels in the organization

    Ability to learn new skills, synthesize and apply knowledge from diverse disciplines

    Must be able to work independently, one-on-one and with a variety of stakeholders, locally and nationally.

    Job Duties Outlined:
    Quality Assurance/Quality Control

    NCATS Prior Approval Management

    Serve as a resource for NIH/NCATS policies, procedures, and use of eRA Commons HSS.

    Ensure required documents are complete, accurate, and consistent before submission.

    Ensure all sections of HSS are entered correctly and Inclusion Enrollment Reports are updated quarterly with participant-level data for each project.

    Support responses to NCATS requests for documentation clarification, revision, or inclusion.

    Provide support and training of submission requirements and common areas of deficiency and confusion to Pilot Project Principal Investigators, KL2 Scholars, and TL1 Trainees.

    Participate in NCATS/CTSA QA/QC groups, forums, and meetings.

    Identify and implement process improvements and innovations.

    NIH Public Access Policy Compliance Management

    Bi-monthly access the Public Access Compliance Monitor (PACM) to review compliant and non-compliant manuscripts that acknowledge the U, K, or T grants.

    Assist principal investigators and study teams to process manuscripts in accordance with the NIH Public Access Policy.

    Participate in workforce development educational activities to principal investigators and study teams.

    Project Management and Administration

    Research Performance Progress Reports (RPPRs)

    Collect mid-year and final progress reports from all awardees (e.g., pilots, trailblazers, KL2s) using appropriate forms and required appendices.

    Assist with the annual required RPPR compilation and submission to eRA Commons.

    Administration

    As needed, work with investigative teams to ensure IRB modifications updated with NCATS and eRA Commons HSS/ASSIST

    Work with Pilot Program Directors to prepare Reviewer comments and scores for Letters of Intent and Full Applications.

    Attend bi-weekly Operations Group meetings

    Perform other job duties as assigned.

    Evaluation

    Support the evaluation group by providing relevant information and data. Attends monthly Evaluation Workgroup meetings

    Assist with the coordination of multiple databases that assist with membership and evaluation efforts

    Assist to streamline REDCap projects across the Cores, including pilot awards applications and consultation requests

    Maintain REDCap projects and tracking of changes

    Compensation Statement:
    The pay range listed for this position is determined by our compensation program using market data and salary benchmarking. A combination of factors is considered in making compensation decisions including, but not limited to, education, experience and training, qualifications relative to the requirements of the position, and funding. At the University of Kansas Medical Center, a reasonable estimate for the starting pay range will be the minimum to midpoint of the posted range, taking into account the combination of factors listed above.
