Network Control Center Supervisor supervises network control technicians in the daily activities of a network service function to ensure efficient, reliable, and secure operations that meet users' needs. Oversees routine testing, configuration changes, or network hardware or software upgrades. Being a Network Control Center Supervisor ensures network traffic and performance monitoring processes are running to identify and troubleshoot any issues. Responds to incidents using standard incident management processes, including root cause analysis (RCA) of any issues to identify and deploy corrective actions. Additionally, Network Control Center Supervisor coordinates with vendors and service providers to ensure required service and quality levels are delivered. Requires a bachelor's degree. Typically reports to a manager. The Network Control Center Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Network Control Center Supervisor typically requires 3-5 years experience in the related area as an individual contributor.   • Position Summary:   Manages the day-to-day operation of the center, including: supervision, monitoring and evaluation of Instructional Staff. The Center Supervisor ensures the curriculum planning, record keeping, family and community partnerships in accordance with Performance Standards and State regulations. The Center Supervisor is responsible for educational supplies and material orders within the budget and the implementation of the Head Start Performance Standards. Supports CAPSLO’s mission by ensuring the operation of the center is run effectively to support as many children and families as possible within the community it operates. Required Education and Experience:   Center Supervisor – Level I: AA/AS In Early Childhood Education (EC) or Child Development (CD) Or AA/AS in related field with 24 units in EC or CD (*1)   Plus: 1 year supervisory experience (*2)  Current Site Supervisor Permit or higher (*3)  Three I/T College Units Center Supervisor – Level II: BA/BS in Early Childhood Education (EC) or Child Development (CD) Or BA/BS in a related field with 12 units in EC or CD (*1)    Plus: 1 year supervisory experience (*2)  Current Site Supervisor Permit or higher (*3)  Three I/T College Units Units in ECE/CD include coursework in early childhood education/child development and at least one course in each of the following core areas Child/human growth and development C Child, family and community, or child and family relations; Programs/curriculum. Must have received passing grade of “C” or better or credit.  Experience must be in a licensed day care center, comparable home daycare or group child care program for children ages 0 - 5 under the supervision of a person who would qualify as a Center Supervisor. College internships and labs served in a licensed day care center will count as experience.  Must hold appropriate Site Supervisor Permit or higher or qualify for the permit an appropriate prior to beginning employment and apply within 60 days of commencing employment. State Child Development program requires permit be held prior to beginning employment (Temporary County Certificates also acceptable).  Preferred Education and Experience: CLASS reliable and maintains reliability annually. License & Certifications: Must renew and maintain a valid Site Supervisor Permit or higher at all times. Must provide certificates of completion of approved pediatric first aid and pediatric CPR training within 30 days of hire. Employee is responsible for renewing and maintaining a valid CPR/first aid certification at all times. Must complete 16 hours of training on preventative health practices, as required by Health and Safety Code within 30 days of hire.  Must complete Safety Training (Performance Standards; 1302.47) within three months of hire.  Essential Functions: Ensures daily that the overall program quality offered at the Center Level adheres to all State laws and licensing regulations, the Federal Head Start Performance Standards, CAPSLO Personnel Policies and Procedures and instructions from the Area Managers, MSHS Deputy Director and CYFS Division Director. Guides, monitors and ensures that the Service Plans are implemented. Monitors compliance with Head Start Performance Standards. Identifies training needs of Center Instructional Staff and provides training, support, evaluation and direction required for program effectiveness and professional development.   Participates in planning, development and implementation of training with Area Managers, Consultants and Coordinators and Program Specialists. Documents and tracks appropriate form(s) to ensure all the program requirements are met in the mandated time frame as per the Head Start Performance Standards. Ensures that all center staff documents are tracked as required. Keeps up-to-date on the CYFS Policies and Procedures and reference the policies and procedures for training purposes and to guide the day-to-day operation of the Program.  Plans and conducts Staff Meeting minimum of once a month. Provides Area Manager with planned agenda and with minutes after each meeting. The Staff Meetings will include training, center issues and planning. Ensures that the center environment (indoors and outdoors) is developmentally appropriate, safe, and offers children a wide variety of experiences. Reviews Lesson Plans to insure input from families, staff, children, consultants and the Coordinators and Specialists.  Monitors the required screening and ongoing assessment of children according to policies and procedures and as required by the Head Start Performance Standards. Ensures that the program’s Transition Plan for children and families is implemented. Implements the Federal Performance Standards for Children with Disabilities in the Head Start Program with assistance and input from the Area Manager. Implements, as a member of a multi-disciplinary team, each child’s Individual Education Plan (IEP)/Individual Family Service Plan (IFSP) and participates in case conferencing, as needed. Responsibilities and Duties:  Participates in the daily housekeeping duties at the Center Level including vacuuming, sweeping, mopping, dusting, etc., which involves twisting, lifting, bending, carrying, pulling, pushing, reaching, etc.  Ensures that the Cleaning Procedures are followed and the proper sanitation products are implemented. Orders consumable supplies including paper, glue, paint, brushes, etc. to be used with children in the classroom, and instructional materials and equipment within the budget amount allocated for such purchases. Tracks orders and keeps purchases within the allocated amount. Provides Area Manager with documentation of purchases. Must have approval from immediate supervisor.  Is familiar with the curriculum and ensures it is used to fidelity.  Attends monthly Parent Committee Meetings, which includes Monthly Education Sharing.  Provides Area Managers with the planned parent education topics and speakers.  Participates in community collaborations including the local school districts, Healthy Start, Even Start, Local Planning Councils, Transitional Kindergarten meetings/events, etc.  Participates in enrollment and recruitment activities. Keeps the Area Manager informed of any problems or concerns related to the operation of the center. Conducts on-going monitoring to ensure comprehensive, quality services to all families. Monitors mealtimes for Child and Adult Care Food Program at least once per year.  Shares responsibility for overall quality of educational experiences for all children.  Collects and submits In-Kind for the Center. Substitutes in a classroom, as needed, when substitutes are not available. Must be dedicated to the goals and philosophy of the program. Must uphold program Standards of Conduct at all times. Must maintain confidentiality at all times.  Acts as a member of the MSHS team. Must use reasonable precaution in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times, maximum safety to one’s self, fellow employees and children. Complete all duties as assigned. Knowledge, Skills and Abilities: Knowledge: Must have knowledge of and the ability to comply with applicable laws and regulations. Must be willing to increase knowledge of child development and early childhood education, as well as techniques of working with children with special needs and their families. Skills: Demonstrates strong interpersonal skills.  Must have strong written and verbal communication skills, and be able to communicate effectively with clients and program staff.  Must have strong computer skills with experience working with MS Office programs (Word, Excel), database programs and general Internet use. Must demonstrate sound judgment, supervisory and administrative skills. Skilled in the development and implementation of educational lesson planning for groups and individuals, some of whom are individuals with disabilities. Abilities: Must be able to maintain good working relationships with other program staff. Must be able to serve as a role model and mentor. Must be self-motivated and able to work with a minimum of supervision. Must be able to direct the work of others, when applicable. Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual

Supervisory Responsibility: Provides direct supervision of Teachers, Instructional Aides, Disabilities Instructional Assistants, Bus Drivers, Family Services Advocates, Food Service Personnel, Substitutes, Volunteers and Trainees assigned to the Center. Work Environment: Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.  Must be able to withstand exposure to noise in a daycare environment. Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical: Must be able to stand, walk or sit for long periods of time.  Must be able to lift and carry up to 40 pounds, and have unrestricted use of the upper and lower body.  Must be able to bend, squat, reach, kneel, and climb stairs. Must be able to move from a sitting to standing position quickly, safely, and without difficulty. Must be able to chase a fleeing child.   Must be able to join the children’s active play including jumping and running indoors and outdoors. Must be able to assist children with diapering, toileting, and change of clothing requiring lifting, bending, and squatting. Vision, Hearing and Speech Corrected or uncorrected hearing and vision within normal ranges.  A clear speaking voice and other abilities necessary to ensure child safety in the classroom, other group areas and when in the community. Travel: Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.   Additional Eligibility Qualifications: Must be at least 18 years of age by date of hire.  Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792. Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form. Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.  Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.  Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.  Must meet the Head Start Performance Standards and State requirements.  Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
