Network Engineer develops and deploys plans and designs of network systems that will meet an organization's requirements for performance, security, and compliance with relevant standards and regulations. Conducts network architecture design, feasibility, and cost studies. Being a Network Engineer defines monitoring, maintenance, expansion, contingency, and recovery plans and strategies to ensure the network is responsive to changes in demand. Troubleshoots network issues and develops appropriate solutions, resources, and deployment processes. Additionally, Network Engineer keeps informed of the latest technologies to enhance knowledge of networking hardware, software, and best practices. May be certified in vendor-specific products. Typically requires a bachelor's degree in computer science, electrical engineering or equivalent. Typically reports to a manager. The Network Engineer work is closely managed.     Salary Range: 
    Systems Programmer 1: $88,670.40 - $119,704.00 Annually
    Systems Programmer 2: $96,657.60 - $130,499.20 Annually
    The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials.     Location: 100 W 10th Ave., Eugene, OR
    Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.

    Work Schedule: Full Time, Monday – Friday, 8:00 a.m. – 5:00 p.m., with ability to work occasional evening hours.

    Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
      
    Bilingual Pay Benefit: This position qualifies for up to an additional 5% of base salary bilingual pay.   Please see “Supplemental Information” at the end of the posting for more information.

    • Configure, install, and maintain various network devices and services, including firewalls
    • Define, document, and enforce system standards
    • Perform network maintenance and system upgrades including service packs, patches, hot fixes and security configurations
    • Monitor network performance and ensure system availability and reliability, troubleshoot problems and outages for switch, router, and firewall connectivity issues between various physical sites around the city
    • Work with regional agencies to coordinate network infrastructure projects and support

    Minimum Qualifications
    Systems Programmer 1:
    Experience:
    Four years of experience in a secure network environment including project management, analysis, procurement, installation and maintenance of network hardware, servers, software.
     
    Training/Education:
    Bachelor's degree from an accredited college or university with major course work in Computer Science, Telecommunications, or a closely related field. A combination of education and experience may be substituted to meet the education requirements. i.e. A two-year degree and four years of hands-on required networking experience in an enterprise organization may qualify.

    Systems Programmer 2:
    Experience:
    Six years of progressively responsible experience in a secure network environment including project management, analysis, procurement, installation and maintenance of network hardware, servers, software.
     
    Training/Education:
    Bachelor's degree from an accredited college or university with major course work in Computer Science, Telecommunications, or a closely related field. A combination of education and experience may be substituted to meet the education requirements. i.e. A two-year degree and four years of hands-on required networking experience in an enterprise organization may qualify.
     
    Licenses and Certifications:
    Possession of or ability to obtain relevant National Incident Management System certifications from the Federal Emergency Management Agency within 12 months.
     
    Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license within 30 days of becoming domiciled in the state (ORS 803.355).

    The ideal candidate will have the following knowledge, skills, abilities:
    Systems Programmer 1
    Knowledge of:
    • Local and wide area network topologies and components such as:
      • Interfaces
      • Communication protocols
      • Wireless communications
      • Network systems utilities and monitoring software
    • Network hardware and cabling to support LAN functionality.
    • Principles of network design, network application design and network security.
    • System utilities and command languages.
    • Ethernet, gateways, routers, switches, and network diagnostic and troubleshooting tools.
    • Local and wide area network hardware and software and related transmission and interface protocols.
    Ability to:
    • Analyze and resolve hardware, communications, network, and operating systems issues.
    • Evaluate, select, configure, test, install, upgrade, and maintain network operating system software and network and operating system monitoring tools.
    • Convey technical information simply and clearly, both orally and in writing; write system and operational documentation for use by technical staff.
    • Apply logic, knowledge, and experience in recognizing patterns and trends to solve problems.
    • Participate in a variety of task teams and committees; establish and maintain cooperative working relationships with those contacted in the course of work.
    • Use a variety of network equipment and other job-related tools and electronic devices.
    • Investigate malfunctioning network equipment, determine source of problem and resolve.
    • Apply protocol and network knowledge to plan future network performance improvements.
    • Acquire considerable knowledge of the organization, ISD's customers, and City systems and equipment.
    Systems Programmer 2
    In addition to the qualifications for Systems Programmer:
    • Extensive of local and wide area network topologies and components such as:
      • Interfaces
      • Communication protocols
      • Wireless communications including WiFi
      • Network operating system and monitoring software
      • Network system utilities
    • Extensive knowledge of Windows network operating systems including configuration parameters and procedures, memory management, tuning, backup, data software management and diagnostics, and network security.
    • Knowledge of project management concepts and techniques.
    • Extensive knowledge of Ethernet, gateways, routers, switches, and network diagnostic and troubleshooting tools.
    • Knowledge of contract management concepts and procedures.
    Ability to:
    • Analyze and resolve very complex hardware, communications, network, and operating systems issues.
    • Effectively manage projects within agreed upon budget and time frames.
    • Function as project leader over large, complex projects, as assigned.
    • Develop and recommend system wide network policies and procedures.
    • Research new technology: recommend type of platform to use and network changes. Coordinate the implementation of new services.
    • Manage vendor and service contracts.
    What to Expect from our Selection Process:  Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training.
