Network Engineering Director plans, designs, and develops all aspects of network systems that will meet an organization's requirements for performance, security, and compliance with relevant standards and regulations. Identifies network requirements for hardware, software, and services that will provide optimal solutions and meet the capacity requirement for the organization. Being a Network Engineering Director directs network architecture design, feasibility, and cost studies. Develops monitoring, maintenance, expansion, contingency, and recovery plans and strategies to ensure the network is responsive to changes in demand. Additionally, Network Engineering Director keeps abreast with the latest technologies and best practices and utilizes vendors and providers to provide additional resources to support networks. Usually is certified and has deep knowledge of vendor-specific products. Requires a bachelor's degree in computer science, electrical engineering or equivalent. Typically reports to a director. The Network Engineering Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Network Engineering Director typically requires 3+ years of managerial experience.     Skill in correlating technology utilization with the needs of the district

    Skill in interpersonal relations with various publics

    Outstanding references from current and former supervisors

    Satisfactory SLED (SC Law Enforcement Division) report


    Salary Range:
            Administrative Scale/Group 6

     

    Length of Contract:  12 months

    JOB DESCRIPTION

     

    DIRECTOR of NETWORK ENGINEERING

     

     

    Purpose Statement:

    The job of Director of Network Engineering is done for the purpose/s of developing and monitoring computer network and operations to meet the technology needs of the district; resolving related operational issues; and supporting site location network operations.

    This job reports to the Executive Director of Technology.

     

    Essential Functions

    • Administers systems and servers related to district LAN and WAN for the purpose of ensuring availability of services to authorized users.
    • Assists other personnel as may be required for the purpose of contributing to the efficiency and effectiveness of the work unit.
    • Designs technical in-service trainings, physical and logical network infrastructures, servers, etc. for department staff for the purpose of developing and maintaining staff’s professional skills and meeting district networking requirements.
    • Develops long and short range plans, budgets, disaster recovery plans, etc for the purpose of ensuring that department/district objectives are achieved and that electronic information is secured.
    • Installs computer equipment, network (client and server) software and hardware on a variety of platforms (e.g. service packs, application software, operating software, hardware upgrades, etc.) for the purpose of upgrading and maintaining equipment and software.
    • Oversees subcontractors for the purpose of identifying the scope of work orders, ensuring compliance with specifications and approving payments.
    • Performs personnel functions for District employees and contractors (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
    • Plans the installation of computers and network equipment for the purpose of meeting the technology needs of the district.
    • Prepares written materials (e.g. procedures, drawings, budget requests, reports, memos, letters, etc.) for the purpose of documenting activities, providing written reference and/or conveying information.
    • Procures equipment, supplies and materials for the purpose of maintaining availability of required items and completing jobs efficiently.
    • Researches software applications and hardware requirements for the purpose of previewing products to provide recommendations regarding applications and purchases and ensuring availability of materials.
    • Responds to inquires of district personnel for the purpose of assisting in the use of various hardware applications.
    • Serves as liaison to software/hardware providers for the purpose of providing and/or gathering technical engineering information and coordinating district activities.
    • Other related duties as assigned.

Specific skills required to satisfactorily perform the functions of the job include: utilizing pertinent application and operating system software; adhering to safety practices; planning and managing projects; and preparing and maintaining accurate records.

     

    KNOWLEDGE is required to review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.  Specific knowledge required to satisfactorily perform the functions of the job includes: digital analog electronics to component levels; TCP/IP protocols; current generation operating systems and networking standards and practices; network design and implementation and safety regulations.

     

    ABILITY is required to schedule activities and/or meetings; gather and/or collate data; and consider a wide variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and utilize equipment under a variety of conditions for multiple purposes. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize a wide variety of types of job-related equipment.  In working with others, problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is significant. Specific abilities required to satisfactorily perform the functions of the job include: communicating technical information to non-technical audiences; meeting deadlines and schedules; setting priorities; adapting to changing work priorities; and developing effective working relationships.

    Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; and operating within a defined budget.  Utilization of some resources from other work units may be required to perform the job's functions.     Working Environment

    The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some climbing and balancing; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.  Generally the job requires 20% sitting, 35% walking, and 45% standing. The job is performed under a generally hazard free environment.
