Network Operations Manager manages the daily operations of the organization's network infrastructure, including hardware, software, security, and services, to ensure it meets the organization's performance objectives. Implements policies and procedures that ensure compliance with industry standards and regulations, minimize downtime, and support efficient operations. Being a Network Operations Manager provides network administrators and technicians with training in the best practices and technologies. Ensures logging and documentation of daily network operations incidents and changes. Additionally, Network Operations Manager leads troubleshooting and resolution of routine network issues and conducts root cause analysis (RCA) to prevent recurrences and identify potential technological, training, or process improvements. Automates routine tasks using scripting or basic programs. Advises on budget expenditures to ensure required tools and equipment are procured and maintained. Typically requires a bachelor's degree. Typically reports to a director. The Network Operations Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Network Operations Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     Main Purpose of Job

    The main purpose of this full-time contractual position will be to lead and perform configuration, installation and ongoing upgrades and patching to all MDH Enterprise network infrastructure resources. This position will also perform information technology support functions assigned to the Tier 2 support team within IND and other duties as assigned.

    MINIMUM QUALIFICATIONS

    Experience:�Three years and six months of experience, two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks and an additional eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software. Notes: 1. Candidates may substitute graduation from an accredited�high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the additional eighteen months of the required experience. 2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the additional eighteen months of the required experience. 3. Candidates may substitute experience in one of the following areas on a year-for-year basis for graduation from an accredited�high school or possession of a high school equivalency certificate: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools. 4. Candidates may substitute the possession of a Bachelor's degree in computer information technology, management information systems or other information technology related field, including course work in local or wide area computer networks, from an accredited college or university and two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks for the required experience. 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network�Analyst classifications or Network Integration and Management specialty codes in the Information Technology�field of work on a year-for-year basis for the required�experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    The desired candidate should possess: An Associate's degree or higher from an accredited college or university in an IT-related field Professional experience working in an IT-related field Experience with large scale Active Directory administration, including AD architecture, Group Policy and schema management Comprehensive understanding of network principles (i.e. TCP/IP, DNS, DHCP, AD replication and server administration) Understanding and experience with Security concepts (threat/attack/vulnerability detection and mitigation, access control, identity management, operational security)

    BENEFITS

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
