    About this position
    The Preventive Maintenance (PM) Planning Project Manager is a 2-year term limited project position that will serve as the project manager overseeing a complete preventive maintenance audit and will create a comprehensive PM plan. This plan will be an organized approach to maintaining the condition of the Department of Enterprise Services (DES) buildings, machines, equipment, and assigned tenant equipment. The PM strategy will require regular inspection and maintenance to address potential issues before they become more serious repair or replacement needs. The final PM plan will be tied to the asset management system and repeatable for future biennia.

    This position supports the Buildings & Grounds Division (B&G) by providing senior-level professional analysis in all aspects of business management. The incumbent in this position will conduct multi-dimensional research and analysis, formulating recommendations, and coordinating implementation of ongoing evaluation of programs, and long-range planning activities. In addition, this role will provide consultation and support to management to aid in tracking metrics to resolve a variety of management issues.

    This position reports to the Deputy Assistant Director and must interact with Program Managers, other staff members of B&G and other members of DES Divisions, public agencies, professional consultants, contractors and the general public. Work is assigned both in writing and verbally, depending upon the assignment.

    This position is recognized as a Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. The selected candidate will be required to perform the duties that may differ from normal duties and would be temporary - lasting only as long as necessary to resume normal operations.     Task and Responsibilities associated with this position
    The management analyst 5 position will be tasked with creating the preventive maintenance plan. A robust preventive maintenance plan will demonstrate the following:
    • Cost savings 
    • Increased equipment lifespan 
    • Enhanced productivity

    • Compliance with regulations 
    • Better asset management 
    • Increased customer satisfaction  
    The plan will consist of properly documenting the preventive maintenance process and outlining the following information:
    • Asset Inventory 
    • Maintenance schedule 
    • Inspection checklist 
    • Lubrication and fluid analysis 
    • Cleaning and calibration procedures 
    • Parts and supply inventory 
    • Safety protocols 
    • Record keeping and documentation
    • Researching, planning, developing, and instituting improvements to assist in developing new preventive maintenance systems, migrating old mission-critical business systems, and enhancing existing systems
    • Serves as a liaison between business units in defining solution requirements that meet the overall needs of the Buildings & Grounds and other business units 
    • Conducts research & analysis and makes recommendations with narratives statistics, tables, and graphs on the preventive maintenance operations of all B&G business units 
    • Benchmarks B&G business line work and systems utilization against private sector and industry standards
    • Works directly with internal and external information technology experts, Finance and other divisions to develop and communicate potential changes to the new preventive maintenance system
    • Monitors and evaluates preventative and predictive maintenance in addition to project workflow and scheduling
    • Leads, organizes, conducts research, assembles data, and makes recommendations for developing or changing of processes and procedures
    • Prepares reports for executive management and B&G Leadership to facilitate program evaluation, change, and/or improvements
    About the Division
    The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and DES-managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates, and preserves the 486-acre state Capitol Campus in Olympia, including more than 27 buildings, 18 public monuments, four state parks, over 6,000 parking stalls, and a 260-acre lake. B&G executes these responsibilities through the following service programs:  Facilities Operations, Grounds Operations, Leadership and Administrative, Maintenance and Repairs, Parking Services, and Support Services Custodial.

    Here are a few facts about the Buildings & Grounds Division:
    • Ensures the buildings and grounds are appropriately maintained and operate efficiently so agencies can accomplish their missions
    • Manages the operations of more than 42 buildings, 160 lease agreements, a powerhouse, several roads, 4 parks, the Capital Lake, 5 parking garages, over 6,000 parking stalls, historic buildings and grounds on the Capitol Campus, and off-campus facilities in five counties (Thurston, Pierce, King, Cowlitz and Yakima)
    • Accomplishes duties through 173 FTEs and a biennial operating budget of approximately $60 million

    Using excellent interpersonal skills to facilitate communication and success with a diverse group of people in various of roles to create and support the implementation of a comprehensive preventive maintenance plan for B&G owned properties
    • Interview and analyze internal team(s), other DES divisions and program, customers, and vendor needs to create a preventive maintenance plan that drives the divisions facility management program
    • Develop a preventive maintenance plan that includes an organized approach to maintaining the condition of DES buildings, machines, equipment, components, and assigned or owned tenant equipment
    • Incorporate a strategic approach to regular inspections and upkeep to address potential issues before they become more serious repair or replacement needs
    • Determine maintenance frequency in line with industry standards 
    • Interview stakeholders, analyze historic facility and financial data to identify priorities and critical tasks for the preventive maintenance plan
    Develop a preventive maintenance plan with checklist(s) and schedule(s) of system requirements
    • Consulting with internal and external team members to assess and determine software design requirements, specifications, or enhancements for the existing Facility Information Management System (FIMS) (Mainsaver application) to support the preventive maintenance plan
    • Design / develop business applications
    • Prepares project summaries, coordinates, and supports project performance measure development and tracking
      • Duties include application planning, analyzing, designing, configuring, developing, testing, troubleshooting, problem-solving, production support, and enhancements
    Process and manage requested updates to Preventative Maintenance program plan
    • Serving as primary contact for team members requesting changes to future preventative maintenance work order or schedules
    • Lead meetings with team members to review the existing preventative maintenance plan for accuracy and thoroughness
    Provide software system(s) training to the internal team(s), other divisions, customers, and vendors
    • Facilitate training activities for the preventive maintenance plan including training material review, creation of training schedule, and ensuring stall are adequately trained in preparation for implementation
    Analysis and Analytics support of the Buildings & Grounds Division
    • Extracting, manipulating, and synthesizing data for complex analysis, reports, or other tasks supporting senior management and program initiatives
    • Demonstrate
      •  Advanced knowledge level of using Microsoft Excel
      •  Possess strong grammar and editing skills
      •  Have basic SQL skills in developing complex reports, charts, graphs, and other reporting tools
    Required Qualifications
    • Bachelor's degree in business administration, public administration or a related field

    • Five (5) years of demonstrated experience in two or more of the following areas: 
      • conducting research
      • analyzing policies, laws, rules, or regulations
      • conducting business analysis and developing requirements
      • leading business projects
      • managing business operations
      • business policy development
    • Must possess a valid driver's license free of serious traffic violations

    Preferred/Desired Qualifications:
    • Project Management Certification, Master's in Business, or Master of Public Administration
    • Experience in facility management
    • Experience organizing complex projects and business processes and dealing with multiple high priority tasks under deadline
    • Experience working collaboratively with multiple stakeholders with diverse opinions to achieve positive outcomes
    • Experience establishing and managing quality assurance programs for projects and/or business activities
    • Advanced competency in operating and the most current versions of MS Office, PowerPoint, Excel, and Outlook.
    • Knowledge of data management or the administrative process by which the required data is acquired, validated, stored, protected, and processed; and by which its accessibility, reliability, and timeliness is ensured to satisfy the needs of the data users. This will require proficiency with using Computerized Maintenance Management Systems (CMMS)
