Job Summary
Leads the development and maintenance of campus level human resources polices for Illinois Human Resources requiring an in-depth understanding of relevant federal, state, and University laws and guidelines. Identifies opportunities for policy change through benchmarking and best practices in support of university strategy and progressive workforce management. Responsible for the development, design, communication, and interpretation of human resources policies and serves as centralized point person for collaborative policy development with the University of Illinois System Office.
Major Duties and Responsibilities:
Policy Administration:

Develop a comprehensive program of policy development and maintenance across the human resources spectrum.

Evaluate the efficacy of current policy management efforts and identify improvement opportunities.

Assess current organizational policies to understand the applicability and relevance of the delivered guidance. Create a formal process for approving new/updated policies and procedures.

Review and implement an internal policy on policies to guide relevant stakeholders through the approval process.

Ensure university policies are compliant and complementary to all federal and state laws and university governing documents.

Create and administer procedures relevant to these policies, and exercise independent judgment on a continuing basis related to policy development and interpretation.

Explore the development of a comprehensive Standard Operating Procedures (SOP) library relative to policies. Implement as appropriate.
Customer Relations & Communication:

Represent the University of Illinois Urbana Champaign on systemwide policy committees including systemwide policies applicable to all employees such as benefits, employment terms and requirements, Policy and Rules for Civil Service Staff; policies to support federal and state legislation, etc.

Serve as primary Illinois Human Resources representative on the Campus Administrative Manual committee, reviewing proposed new policies or revisions through a human resources lens.
- Working with IHR’s Director of Marketing & Communications and leadership, develop communication plans and materials to ensure campus community is well informed of human resources policies.
- Ensure policies are easily accessible to all employees via various communication methods, both passive as website or social media or active methods such as targeted communication, verbal presentations in both large and small group settings, social media, etc. Author clear messages for distribution, both formal and informal.
- Serve as liaison with various constituent groups during policy development and review processes. Requires judgement to identify relevant constituent groups.
- Serve as a primary resource to IHR staff and the greater HR community on policy interpretation. Advise employees, unit and college contacts, interfacing with other IHR areas such as Labor and Employee Relations on a regular basis.
- Maintain awareness and as legislative changes and other matters impact human resources, determine appropriate offices to ensure appropriate review and impact analysis on related campus and university policies and procedures.

Provides policy training within various employee development programs and customized requests as feasible.
Minimum Qualifications:

Bachelor's degree.

Five (5) years of HR experience.
Preferred Qualifications:
-
Bachelor's or Master's degree in an area of labor and employment, human resources, business, or higher education administration.

Five (5) years of HR experience that included data analysis and policy development, interpretation, or implementation in a university setting.

Professional Human Resources certification.
Knowledge, Skills and Abilities:
-
Knowledge of regulations impactful to HR policy, extensive knowledge of University policies and procedures preferred.
- Possess written and verbal skills with demonstrated ability to communicate effectively with individuals and large groups.
- Ability to analyze data within appropriate contexts.
- Ability to manage multiple facets of the duties and responsibilities noted in the job description concurrently, maintaining an awareness of pertinent timelines.
Appointment Information
This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after 2/16/2023. Salary is commensurate with experience.
