CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). The Center for Environmental Management of Military Lands (CEMML) applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

The Climate Policy Analyst position is an on-site position at the Pentagon providing expert advice to the Department of the Army’s Management Office (DAMO). This position will participate in Army Headquarter (HQDA) and Office of the Secretary of Defense (OSD) climate change and renewable energy working groups. The position will assist with the development of climate change documents, policy, and strategic initiatives. This position will analyze legislative, regulatory, and policy proposals in order to develop recommendations for strategic responses to climate change and renewable energy impacts to Army training.

This position will develop briefings for Army and Department of Defense officials, respond to Congressional inquiries, and contribute to scenario planning. Analysis of large data sets across multiple regions and climates to develop climate change projections to assess impact to training and training support efforts, will also be required. Travel and attendance to associated climate symposia, working groups, and in progress reviews will be required. Travel may be required overseas. Travel may be up to 10% of this position.

Climate Change Impact Analysis

Function as a Subject Matter Expert (SME) supporting the DAMO at the Pentagon. Conduct climate change analysis drawing from data and publications. Develop reports explaining the analysis and its conclusions. Provide guidance on climate adaptation strategies and climate change policies, identify potential impacts to Army training related to climate change initiatives. Serve on climate change policy coordination bodies on behalf of DAMO.

Renewable Energy Impact Analysis

Participate as an SME on HQDA and OSD level renewable energy workgroups representing DAMO. Evaluate potential impacts to Army training related to proposed projects policy initiatives. Coordinate renewable energy reviews with Command and installation level POCs. Keep leadership informed of potential Army training conflicts related to renewable energy initiatives on and off Army Installations.

Writing/Reviewing/Data

Write briefs to Army leadership, DoD leadership, and Congress. Review and analyze policies, data, and strategies for climate change adaptation and resilience.
