    SUNY Fredonia is seeking applications for a Communications and Security Specialist 1 position.

    The State University of New York at Fredonia Police Department is a full service and community oriented police agency.     The State University of New York at Fredonia Police Department is a fully sworn police department with the authority to investigate and enforce all laws and regulations. Our police authority is specifically listed in the New York State Criminal Procedure Law 1.2, subsection 34(s) and the New York Education Law 355, subsection 2.

    The State University Police Department at Fredonia is uniquely positioned to achieve lasting reductions in crime and disorder in our community. Our operational philosophies and the close working relationships we have with our campus community allow us to spend positive, non-enforcement time in and among our students, faculty and staff. In most instances we have the "luxury" of time that our surrounding municipal departments often lack. Rather than racing from one 9-1-1 call to another, we have the opportunity to engage our communities through educational programming, crime prevention efforts and community outreach and become a valued and trusted part of the community. In total, the State University Police Department at Fredonia follows a time-tested model for an effective, community-based police department.

    The incumbent will provide communications, security and public safety services within a 24/7 operation in the University Police Departments of the State University of New York (SUNY). Their primary responsibility is to function as a desk officer, performing dispatching activities, and using various databases, online systems, and multiple video sources. Where appropriate, a CSS may perform patrol duties including, but not limited to, building guard, parking enforcement, foot patrol, and other related duties in support of assisting University Police Officers. Incumbents are given direction regarding assignments, briefing on current problems at the beginning of the shift, and instruction in job-related law enforcement techniques. University Police Communications and Security Specialist 1 are required to wear uniforms.

    The incumbent will be assigned to work on a shift after a seniority-based shift bid is completed by the department. Possible assignments are day shift (7 am to 3 pm), afternoon shift (3 pm to 11 pm), and night shift (11 pm to 7 am). Pass days will likely not include Saturday and Sunday.

    KEY RESPONSIBILITIES:
    Reporting to the Chief of University Police, the successful candidate will:

    Controls and operates a base police radio communications system to provide patrolling police officers routine and emergency information regarding calls for service on Fredonia's campus.
    Maintains continuous awareness of the status and location of patrolling police officers.
    Maintains status and control over all University Police radio units in service.
    Monitors all equipment in the dispatch area, including telephones, police radio systems, and campus fire, intrusion, and panic alarms and dispatches police officers accordingly.
    Reports emergency situations to patrolling police officers and to police supervisors.
    Operates computers, communications, and support equipment, consistent with New York State E-Justice and National Crime Information Center rules and regulations.
    Operates radio, telephone, and broadcast equipment, closed-circuit television systems, and electronic security systems.
    Answers telephone calls and walk-in requests for routine and emergency police service on campus.
    Communicates with other law enforcement agencies, fire departments, and emergency medical services departments as needed to coordinate responses to campus emergency situations.
    Monitors, activates, deactivates, and controls electronic access systems.
    Retrieves and reviews messages received from law enforcement data systems and stores or distributes them according to prescribed procedures.
    Prepares written reports and maintains the police department blotter as assigned.
    Operates logging devices to automatically record video, radio, and telephone transmissions, and archives them as required.
    Maintains communications files and performs other communications related duties as assigned.
    May perform security guard duties to support campus police operations.
    Be aware of, understand, and follow all university policies.

    Job Requirements:
    MINIMUM QUALIFICATIONS

    Open Competitive:
    One year of full-time experience as a police or peace officer; or
    One year of full-time experience as a dispatcher for a public safety agency including fire departments, emergency medical services, or law enforcement; or
    One year of active U.S. military service as a dispatcher of military police or security personnel and an honorable discharge or under conditions in the NYS Restoration of Honor Act; or
    Thirty college credit hours from an accredited institution of higher education.

    Candidates must have permanent appointment in a Communications and Security Specialist, SG-10, classified position or be reachable for appointment on the current NY State Civil Service canvass list for a Communications and Security Specialist 1, SG-10.

    The positions are classified only at SUNY campuses and are subject to the Security Guard Act of 1993. Incumbents must obtain a Security Guard Photo ID from the New York State Department of State within 90 days of appointment.

    New York State Preferred Lists candidates have preference.

    Additional Information:
    This position is full-time, probationary permanent, SG10 position represented by NYSCOPBA and will begin as soon as possible with an entry level salary of $45,258.
