    As a Policy Specialist, you will use your knowledge of and experience to optimize business results and customer experience by:

    • Developing regulations and guidance to implement the Health Insurance Portability and Accountability Act (HIPAA), the Health Information Technology for Economic and Clinical Health (HITECH) Act, the 21st Century Cures Act, the Patient Safety and Quality Improvement Act (PSQIA), the CARES Act, and related health information privacy and cybersecurity statutes, regulations, and guidance.
    • Providing expert advice on developments affecting the promotion or administration of OCR's health information cybersecurity authorities, including where those authorities intersect with HHS activities to improve cybersecurity in the health sector, and based on their analysis, the resulting policy concerns.
    • Researching, analyzing, and applying laws establishing the Department's authorities for ensuring compliance with health information privacy and cybersecurity requirements, including the Health Insurance Portability and Accountability Act of 1996 (HIPAA), its implementing regulations (45 CFR Parts 160 and 164), the Health Information Technology for Economic and Clinical Health (HITECH) Act, the 21st Century Cures Act, the Patient Safety and Quality Improvement Act (PSQIA), the CARES Act, and other health information privacy and cybersecurity statutes, regulations, and guidance.
    • Developing written policy proposals, regulations, and guidance on health information privacy and cybersecurity for the health care sector and the public under HIPAA, the Health Information Technology for Economic and Clinical Health Act's (HITECH Act's) provisions (P.L. 111-5), and the HIPAA Rules (45 CFR part 160 and Subparts A, C, D, and E of part 164); and PSQIA and its implementing regulation, the Patient Safety Rule (42 CFR part 3).
    • Presenting information and analysis regarding HIPDC's mission and objectives, including its role in improving cybersecurity in the health sector, to internal and external stakeholders, including various groups or individuals regulated by or otherwise affected by OCR's health information privacy and cybersecurity authorities and programs, as well as to the public.
    ** Duties as shown are at the full performance level (FPL) of the GS-14. Duties will be developmental in nature when filled below the FPL.

      • Preparing reports, briefings, policy options, or other materials on health information cybersecurity requirements and best practices to senior staff or organizational leadership.
      • Preparing oral and written presentations relating to health information cybersecurity regulations to members of the public or stakeholder organizations.
