Office Manager oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an Office Manager typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, Office Manager coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget. Recruits, trains, and coaches office staff to achieve optimal performance. May require a bachelor's degree. Typically reports to a head of a unit/department. The Office Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.   • A bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:

    • Policy development for a statewide mental health, public health, health care, and/or managed care program.
    • Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
    • Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
    • As a county director of mental health.

    A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
    Duties Description

    The Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, in the Hudson River Field Office (HRFO). Under the general direction of the Field Office Director, the incumbent will direct a multi-disciplinary team of professionals to design, implement and monitor adult and children’s mental health services and initiatives within the sixteen-county Huson River region. The Mental Health Program Manager 1 will engage with executive level management in planning and decision-making to lead and guide the local operations which comprise the community operated mental health system. Specific duties to be performed may include, but are not limited to, the following:

    Serve as the Hudson River Field Office Deputy Director. Function on behalf of the Director in their absence and represent the Field Office where needed.

    Direct the implementation and monitoring of new and existing OMH programs and initiatives for adults and children in the designated field office region. Programs and initiatives include Licensing, Clinic Restructuring, Personalized Recovery Oriented Services, Assisted Outpatient Treatment, Assertive Community Treatment, Adult Case Management, Residential Programs, Housing Initiatives and Single Point of Access.

    Direct program planning, implementation and evaluation, ensuring programs and providers are prepared for the transition to Medicaid Managed Care. Provide recommendations to Field Office Director concerning program development, improvement, viability and potential impacts to access as it pertains to service delivery for adults and children.

    Participate in executive-level management planning, policy and decision making regarding new programs/services, and changes to existing programs/services that comprise the mental health system. Develops and implements policy recommendations based on operational needs.

    Formulate and recommend policies and procedures to the Field Office Director and OMH Executive level staff regarding Housing, Case Management, Assertive Community Treatment and local system of care implementation.

    Develop strategies to improve the operation of mental health services in the local service delivery system.

    Communicate OMH policy and initiatives to local government, clinical providers, hospitals, and provider Coalitions related to adult and children’s services in the designated field office region.

    Work in partnership with other agencies such as the Department of Health, the Office of Alcoholism and Substance Abuse, the Office for People with Developmental Disabilities, the Department of Corrections and Community Supervision and the Department of Health and Mental Hygiene in implementing better communication and strategies to meet the needs of the many constituencies affected by multiple service systems.

    Work collaboratively with local government units, providers, Field Office and Central Office staff to address problems, complaints and policy issues related to new and existing OMH programs and initiatives.

    Manage all housing initiatives including the Request for Proposal (RFP) process, design development, bid award and progress of construction as they relate to OMH housing initiatives.

    Represent OMH at meetings and on task forces with external agencies, mental health advocacy groups and trade organizations.

    Meet with elected officials to provide information on OMH initiatives as required by the Commissioner.

    Monitor the Prior Approval Review (PAR) process for all new programs in the designated field office region and provide ongoing expert technical assistance to Field Office staff and providers to ensure compliance with OMH’s Bureau of Inspection and Certification standards.

    Manage and supervise field office activities and staff; provide guidance and resolve problems; establish work schedules and prioritize assignments as needed.
