OFFICE SERVICES MANAGER oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an OFFICE SERVICES MANAGER typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, OFFICE SERVICES MANAGER coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget. Recruits, trains, and coaches office staff to achieve optimal performance. May require a bachelor's degree. Typically reports to a head of a unit/department. The OFFICE SERVICES MANAGER manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an OFFICE SERVICES MANAGER typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. OFFICE SPECIALIST-SENIOR SERVICES

  • Under close supervision this position is responsible for performing basic administrative support functions of Senior Services.

     

    • Provides general administrative support in the delivery of City and department programming and services.  Receives varied requests or complaints from internal and external customers. Handles confidential records including personnel files, training, incident reports and time and attendance records.  Files and maintains records. Updates and maintains basic spreadsheets, reports and databases. Monitors and replenishes supplies and inventories.  Updates, edits and proofreads a variety of documents including letters, memos, notices, flyers, forms, brochures and other materials. Participates in procurement activities for supplies, services, equipment, and other items. Reports discrepancies as needed. Receives payments and manages petty cash.
    • Assists in the attainment of department goals and objectives related to Master, Strategic and Comprehensive Plans. Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with City Administration, department directors, consultants, vendors, staff, and the public to provide quality services. Participates various projects. Keeps immediate supervisor fully and accurately informed on issues. Identifies areas of concern for management for review and potential action.
    • Assists and participates in the execution of short and long-range plans. Gathers and prepares data and information for studies, reports, correspondence and recommendations. Participates in activities with other departments and agencies as needed. Maintains required departmental records. Participates in software update and conversion projects. Responds to and resolves various complaints, issues, inquiries, and problems as authorized, and in accordance with established policies and procedures. 
    • Ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

    Minimum Qualifications:

    • High school degree plus one (1) year of clerical or office support experience, or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities.

    Licenses and Certificates:

    • None

    Knowledge of:

    • Municipal organization operations, policies and procedures.
    • Office support functions and document processing.
    • Basic municipal procurement policies, procedures, and regulations.
    • Payroll and personnel administrative procedures.
    • Standard office procedures and equipment.
    • Customer service techniques.

    Skills in:

    • Maintaining spreadsheets and word processing documents database and records management systems.
    • Resolving basic customer service encounters in a calm and professional manner.
    • Effective and efficient operation of personal computers utilizing standard and specialized software.
    • Applying basic math and bookkeeping practices and methods.
    • Communicating effectively verbally and in writing.

    Ability to:

    • Maintain records and files.
    • Establish and maintain effective working relationships with vendors, City staff, and the public.
    • Research and respond to inquiries and complaints from the public.
    • Handle confidential information with discretion.
    • Communicate clearly and concisely, both orally and in writing.


    Physical Requirements

    • Stand or sit for prolonged periods of time. 
    • Occasionally stoop, bend, kneel, crouch, reach, and twist. 
    • Lift, carry, push, and/or pull light to moderate amounts of weight. 
    • Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard office equipment and computer systems.
    • Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use a phone, and communicate with others. 
    • Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.

    Working Conditions

    • Work typically performed in a standard office setting with occasional travel to various sites and facilities. 
    • Regular attendance is an essential function of this job to ensure continuity of services. 
    • Occasional work beyond normal business hours. 
    • Position is subject to drug testing and regular driver’s license monitoring in accordance with applicable State and Federal regulations and City of Clovis policies.
