OFFICE SERVICES MANAGER oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an OFFICE SERVICES MANAGER typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, OFFICE SERVICES MANAGER coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget. Recruits, trains, and coaches office staff to achieve optimal performance. May require a bachelor's degree. Typically reports to a head of a unit/department. The OFFICE SERVICES MANAGER manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an OFFICE SERVICES MANAGER typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

    Required experience: Six years of experience** in multi-trade building construction projects, which must have included one year of managing multiple building construction projects, and experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
    • construction planning
    • coordination of multiple trades
    • cost estimating
    • project scheduling
    • material purchasing
    • resource management (including labor, material, and equipment scheduling)
    • construction document reading and interpretation (e.g. plans and specifications).

    **Applicant degrees in related fields may substitute for experience as follows:
    • No degree: six years of required experience.
    • Associate degree: two years of required experience.
    • Bachelor degree: four years of required experience.
    • Master degree: five years of required experience.
    • Doctorate degree: six years of required experience.
    Duties Description
    • Assist in managing and coordinating medium and large-scale site construction projects for client agencies.
    • Manage simple site construction projects for small client agencies.
    • Ensure the assigned program responsibilities or assigned projects meet client requirements and are completed within time limitations and funding allocations determined by the client and Division of the Budget.
    • Perform other duties as assigned.
    • Some travel is required.
    Additional Comments
    • There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

    At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
