OFFICE SERVICES MANAGER oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an OFFICE SERVICES MANAGER typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, OFFICE SERVICES MANAGER coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget.     The Assistant Human Resources Officer is the first line supervisor for analytical staff responsible for the full-range of personnel management programs administered by OLC Human Resources. Under direction of the Human Resources Officer, the incumbent is responsible for directing and managing a team of Staff and Associate Personnel Analysts in the Performance Management and Classification/Recruitment Units. Typical duties include, but are not limited to: Provide staff leadership; coordinate staff training; give staff feedback; and oversee project and staff work. Develop, recommend, and implement human resource policies and procedures. Review organizational structure, position classification, and salary level analyses. Recommend appropriate course of action to the Human Resources Officer and the Chief Administrative Officer on adverse actions and other employee issues. Monitor administration of civil service recruitments and exams. Manage the creation of and provide human resources training to employees. Personally perform the more sensitive and complex personnel management activities. Serve as a technical resource/expert in the above mentioned areas; represent the OLC in meetings and negotiations on sensitive and significant issues with the California Department of Human Resources, State Controller's Office, and State Personnel Board. Act as backup to the Human Resources Officer in their absence, and may act as lead over the Transactions Unit and other professional and clerical staff when needed.

    Department Information

    The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.
