PRIMARY DUTIES AND RESPONSIBILITIES TO INCLUDE, BUT NOT LIMITED TO:
Under the direction of the Director of Bureau of State Operations Offices Clinical Services, specific duties include, but are not limited to, the following:
(1) Serve and function as the Director of State Operated Article 16 Clinic Services.
- Will provide operational oversight and technical guidance in support of day-to-day management of 8 Article 16 Clinics main sites and over 70 satellite sites which are physically located in all parts of within NYS.
- Support the recruitment of individuals bringing talent, well-developed skills sets and passion for helping others, and building high performing clinical teams with the right compliment of personnel to meet the needs of service recipients served by Article 16 Clinics and IPSIDD programs.
- Strategize operations to achieve optimal outcomes through a focus on appropriate treatment, clinical quality assurance and service utilization.
- Implement performance improvement measures and processes; evaluate program progress towards achieving established goals and objectives; and recommend modifications to services in consultation with clinical staff.
- Manage operations in accordance with budget requirements to assure appropriate fiscal management.
- Collect, review, analyze, and present data/metrics tied to clinical and/or performance measures,
- Utilize data to improve access, quality, or treatment outcomes for special populations.
- Review and monitor services, records, and reports to ensure quality and adherence to policies, procedures, and discipline standards of Article 16 Clinic and IPSIDD services.
- Develop, coordinate and/or implement mechanisms for monitoring effectiveness of operations.
- Support the Division in establishing statewide policies and procedures that assure delivery of high-quality clinical services, regulatory compliance, and high-quality outcomes for individuals in receipt of services in state operated programs.
- Support the implementation of the Electronic Health Record (EHR) across the various clinical disciplines involved with Article 16 Clinics and Independent Practitioner Services for Individuals with Developmental Disabilities (IPSIDD) providers to ensure appropriate recording and documentation of clinical services and support for billing of clinical services.
- Development and maintenance of technical guidance and training manuals to ensure consistency of operations across regions, districts, and individuals clinic programs.
- Serve as the subject matter expert (SME) for all operational aspects of State Operated Article 16 and IPSIDD providers primarily to the field operations, but additionally to other Bureaus within the Division, to other Divisions in the agency, and at times to community stakeholders.
- Provide and/or coordinate regular training opportunities to State Operated Article 16 Clinic and IPSIDD programs and providers to communicate new information, assist with knowledge transfer in promotion of consistence of best practices for Article 16 Clinic and IPSID programs.

(2) Function as clinical social work discipline lead for staff social workers who provide clinical social work services in State Operated programs.
- Develop and lead a clinical community of practice of the social work discipline under the direction of the Director of the Bureau of State Operations Clinical Services.
- Monitor clinical social work services compliance with all federal and state certification and accreditation standards through document reviews, routine meetings and via onsite visits.
- Coordinate meetings with clinical staff social workers to discuss statewide policy and practices and provide training.
- Provide expert assistance and guidance to social work staff on the multidisciplinary and clinical teams, who conduct assessments and reviews of recipients of in State Operated Article 16 Clinics and providers of IPSIDD services.
- Serve as an expert clinical consultant to enhance and develop innovative clinical services, including the development and enhancement of social work programs and services for individuals served within the OPWDD state operated service system.
- Represent the social work discipline in agency and may serve as a representative among other agencies and collaborate with other State leaders in meetings.
- Encourage public-academic relationships that provide education and training opportunities for Social Work students and aid in attracting Social Workers to OPWDD State Operations.
- Contribute to the creation or coordination of professional development opportunities and programs offering continuing education credits for Social Workers.
