Director of Perioperative - Operating Room and Endoscopy

    Summary of Position:

     

    The Director Perioperative & Endoscopy Services is responsible for day to day operational leadership of the Operating Room and Endoscopy Procedural areas. Responsibilities include personnel management, budget monitoring, vendor oversight, clinical policy oversight, patient satisfaction, clinical resource and expertise and monitoring, and compliance with regulatory agencies.  The Director is accountable for 24-hour operation of the areas and is responsible for governing and leading staff in accordance with the mission, vision and guiding principles of the organization. The Director also provides leadership in advancing nursing practice and creating an empowered workforce consisting of nursing professionals and support staff that demonstrate a sense of ownership and responsibility to provide high quality, cost effective patient care.

     

    Primary Job Responsibilities:

     

    Human Resources:  Develops and monitors unit staffing patterns to ensure patient safety, productivity, quality care, productivity and excellent patient outcomes while meeting applicable standards. Conducts interviews specific to scope of practice and specialty and makes hiring decisions in collaboration with Human Resources. Responsible for providing leadership and mentorship to personnel.  Provides ongoing feedback to staff concerning their performance, implementing corrective action as needed and per human resource policy.  Ensures performance evaluations are thorough, timely and include goal setting for each individual. Establishes systems for open communication and problem solving, encourages employee involvement in safety and health standards, hazard analysis, and performance improvement initiatives. Promotes growth and development in self and others. Develops and documents orientation and ongoing training programs for departmental personnel.  Effectively uses KRONOS time and attendance system.  And other human resource information systems and processes.  Effectively interprets and implements Human Resource policies in consultation with Human Resources as necessary.  Encourages and supports applicable certification of all eligible staff. Evaluates clinical competence of staff through direct observation for performance evaluation; mentors staff to encourage professional development;  provides constructive feedback to staff on issues of clinical competence and behavioral issues which impact quality of care, Conducts 6 month and annual performance evaluations effectively and timely, providing feedback and goal setting for individuals.  Effectively uses KRONOS time and attendance system. Completes staffing schedules and approves/denies requests based on guidelines and unit needs

     

    Operations: In collaboration with nursing colleagues, the Director develops, implements and monitors departmental policies and procedures, goals and objectives to ensure that nursing care reflects current professional standards and practice. Maintains clinical expertise and high standards of performance, while ensuring timely delivery of high quality service.  Maintains current knowledge of trends and incorporates updated standards and practice into departmental operations in collaboration with physicians and other departments.  Works collaboratively in continuously monitoring and evaluating all clinical and administrative operating systems to ensure that the necessary elements are in place to maximize the quality, efficiency of the patient service cycle and provide for an optimal patient encounter.  Identifies areas needing enhancement and implements change within the appropriate time frame and budget. 

     

    Fiscal Management: Prepares and monitors a comprehensive financial plan, annual operating budget and capital budgets within areas of responsibility. Uses appropriate metrics to monitor ongoing performance. Proactively identifies and develops a plan to correct budget variances. Reviews patient charges for accuracy. Ensures effective and efficient use of manpower, material, and financial resources in delivery of care. Evaluates business performance against established standards where available.

     

    Quality and Service: Establishes, monitors, and assures that the department has updated written policies, procedures, and other necessary documents required for compliance with governing agencies and accrediting bodies. Ensures an environment of service excellence and high levels of clinical care. Utilizes patient and employee satisfaction survey indicators to improve customer service and department processes. Identifies and monitors key quality indicators and patient outcomes. Proactively utilizes Lean tools and principles to eliminate waste and improve service, quality and operations.

     

    Safety: Assures that departmental operations and policies meet hospital safety policies for:  equipment, management, life safety, infection control and emergency preparedness.  Assures on-going training for staff on the proper handling, use, storage and labeling of all supplies and equipment and safe patient handling.  Assists with the investigation of risk management and safety issues and communicates to the Administrative Director any incidents occurring in the department.  Resolves identified problems with staff, patients, visitors, physicians and other hospital department using the CQI process. 

     

    Committee Participation: As assigned, attends and actively participates in department and hospital-wide committee meetings and activities, seeking opportunities to provide leadership within areas of expertise. Actively participates in the hospital’s emergency preparedness initiatives.

     

    Clinical Care: Ensures nursing care reflects current professional standards and best practice Develops clinical care objectives and measurements for provision of care specific to the unit.

     

    Leadership: Attends and actively participates in department and hospital-wide committee meetings and activities, seeking opportunities to provide leadership within areas of expertise. Serves as a liaison between the hospital and community as appropriate to role. Ensures departmental compliance with applicable federal, state and local regulatory and accrediting agencies. Maintains current knowledge of trends and incorporates updated standards and practice into departmental operations in collaborations with members of the healthcare team. Develops and maintains quality improvement initiatives and plans, strategic business plans, marketing plans and customer satisfaction programs as applicable to the role.

     

    Additional Responsibilities:

     

    Performs related duties as determined by the Vice President, Chief Nursing Officer & Administrative Director of Surgical Services.

     

    Supervisory Responsibilities:

     

    Charge nurses, registered nurses, patient care assistants, unit secretaries

     

    Minimum Qualifications:

     

    BS/BSN required, MS/MSN preferred or working towards.  National certification in Nursing Administration.   Current NYS RN license.  Minimum of 5 years relevant clinical experience.  Minimum of 3 years in clinical leadership positions with progressive leadership responsibilities.
