  • The Garrett Group (TGG) is in search of an Operations Research/Systems Analysis Subject Matter Expert (SME) to play a pivotal role in assisting USSTRATCOM with informed decision-making processes. This role aims to streamline operations, reduce costs, and enhance overall performance by applying advanced analytical techniques to intricate mission challenges.

    Responsibilities:

    • Identify and gather pertinent and timely data, deviations, and waivers from operational HQ elements.
    • Utilize various database, analytical, and visualization tools to facilitate assessment execution.
    • Conduct follow-up data collection via surveys and questionnaires to discern reasons for identified issues.
    • Generate reports and presentations to align findings with ongoing assessment efforts or disseminate assessment results.
    • Participate in and aid the development and management of assessment Communities of Interest (COIs).
    • Provide critical review of documents and develop additional assessments as necessary to address internal and external tasking.
    • Support Command Assessment staff during Command Exercises.
    • Offer analysis, perspective, and assessments to aid USSTRATCOM's compliance with Joint Staff and OSD Strategic Assessment requirements, which often involve intensive data collection and in-depth qualitative and quantitative analysis.

    In support of Strategic Assessments, the ORSA Analyst shall:

    • Provide critical analyses of Joint Staff and OSD products to USSTRATCOM leadership.
    • Support risk analysis for strategic assessments.
    • Develop, implement, and instantiate risk assessment models and processes.
    • Maintain and utilize various database, analytical, and visualization tools (e.g., SQL, Tableau, R).
    • Interpret modeling and simulation results to inform risk assessment and mitigation.
    • Aid in modeling and simulation data management.
    • Conduct follow-up data collection through the development and distribution of surveys and questionnaires.

    Education and Experience Requirements:

    • Operations Research/Systems Analysis SMEs must possess a minimum of 7 years of experience in a broad spectrum of operations research methods and techniques.
    • Additional qualifications include critical thinking skills, effective communication (written and verbal), strong organizational abilities, familiarity with USSTRATCOM, and at least 2 years' experience conducting mission analysis.

    Desired Qualifications:

    • Understanding of statistical and qualitative data modeling.
    • Proficiency in writing models in Python or similar languages.
    • Familiarity with machine learning frameworks and libraries.
    • Experience with relational databases and implementing models in production environments.
    • Familiarity with Agile development processes, setting up and tuning large language models, and cloud-based services.
    • Ability to query data using web-based APIs and utilize JSON data format.
