The SEC is located in Hartford, CT, and housed at the Department of Economic and Community Development (DECD) for administrative purposes.� On June 22, 2021, Governor Ned Lamont signed legislation that legalizes and regulates the adult use of cannabis in Connecticut. The legislation made comprehensive changes to create a novel and substantial regulatory and economic development apparatus within government, to operationalize the equitable and responsible legalization of adult-use cannabis. The law specifies numerous equity programs that are overseen by the Social Equity Council (SEC) which is funded by cannabis-related revenue streams. Position Highlights: Full time/40 hrs per week First shift, Monday through Friday Hybrid telework opportunities available Location: Hartford, CT.� The Role:� The SEC Research Analyst will be the lead role in the following:� Collecting, analyzing, and organizing data from all SEC programs and initiatives (i.e., Community reinvestment impact data, employment data, demographic data, and information, etc.)� Drafting impact reports for the council and public distribution� Researching, tracking, and analyzing national cannabis data and trends related to Social Equity, to ensure best practices About Us:� Mission and Responsibilities of the Social Equity Council:� The mission of SEC is to promote and encourage full participation in the cannabis industry by people disproportionately harmed by cannabis prohibition and enforcement, and to support broad-based economic development in those communities. SEC is led by an Executive Director and is overseen by a council comprised of appointees by the legislature, Governor, and other elected officials. SEC is housed for administrative purposes only within DECD.� SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses and businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. SEC works closely with multiple Connecticut agencies and partners, including DECD and DCP, to carry out its duties.     PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

    EXAMPLES OF DUTIES

    Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments; Analyzes, interprets and prepares data in a variety of ways; Prepares narrative and statistical reports; Develops computerized databases and analyzes and interprets computer generated reports; Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Knowledge of research methods and techniques; statistics; Skills interpersonal skills; oral and written communication skills; Ability to analyze data; develop programs and use prepackaged computer programs to perform data analysis; understand agency related policies and procedures as they relate to research.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of professional experience in research, data analysis or economics.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

    Experience conducting research for state, municipal, or federal government funded programs Experience with policies and procedures of data governance and data matching�� Experience developing procedures to streamline reporting data from agency and public data sources�� Experience using software such as Microsoft Office, R (language and environment for statistical computing and graphics), SAS (Statistical Analysis System) or Python for data preparation and analysis� �� Experience using tools such as Tableau or DataWrapper for dashboard development
