    The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP ), and other state public health programs for qualified Coloradans.     We are looking for a County Administration Programs Section Manager to join our Partner Relations and Administration Division within the Policy, Communications & Administration (PCA) Office!


    The Partner Relations and Administration Division, County Administration Programs Section, serves as the Department’s subject matter experts (SME) and Senior and Staff Authorities on county and tribal relations, communications, and outreach; county oversight through management of statutory and regulatory administrative rules and requirements, site reviews and administrative dashboards; county compliance, including formal non-compliance noticing and corrective plans, interoperability, information and cyber security, non-discrimination and accessibility, and other areas of county compliance; county administration funding, budgeting and fiscal monitoring and implementation and monitoring of county contract and grant administration.  Therefore, Department leaders rely on Division SMEs, Staff and Senior Authorities to make recommendations to systemically improve the local administration system, to make daily decisions that impact a workforce of 4,500 county and eligibility site staff and to develop strategies, project plans and mitigation plans to address systemic issues.  Division staff recommendations, as managed by this position, are taken as fact by Executive Leadership within the Department and in other state agencies, and by the Governor’s Office and General Assembly, as their expertise in local governments and local administration is specialized and unique; these recommendations also directly impact and influence  other state agencies Executive Leadership.
     
    Division programs include oversight and administration of the County Grant Program and County Incentives Program; the Management Evaluation Review Program and the Desk Review Program; the county administration portion of the Medical Assistance Performance (MAP) Dashboard Program; the Memo Series program, which issues legally-binding guidance to Department contractors and agents; and the County Administration fiscal monitoring and oversight program.  Staff in the Division manage over 130 different contracts and grant agreements, ensuring deliverables and performance benchmarks are met.  Division staff work closely with, and directly influence, processes within the Eligibility Division, Fraud, Waste and Abuse Division, the Office of Community Living and other staff on ensuring county partners are held accountable.

    We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office.     This position is the Section Manager over county administration staff responsible for programmatic oversight, through the Oversight and Accountability suite of programs, and compliance by county departments of human/social services, known as county administration, and as dictated through the Department’s governing statute, the Health Care Policy and Financing Act, county administrative rules and regulations at 10 CCR 2505-5 1.020, and other federal and state laws, regulations and requirements that impact the operations of county departments.

    Duties include, but are not limited to:
    • Managing and directing team, responsible for programmatic expectations as laid out in state and federal statute and regulations for, and monitoring of and compliance by, county departments of human/social services.
    • Process and program owner of the Oversight and Accountability suite of compliance programs, including County Administration rules and regulations, Management Evaluation Review Program, Desk Review Program, Medical Assistance Performance (MAP) Dashboard Program and is the lead coordinator to the Eligibility Quality Assurance (EQA) Program
    • Managing county issues escalated by the Governor’s Advocate, Department senior executives, the Centers for Medicare and Medicaid (CMS), legislators, advocates, and provider associations, ensuring an expeditious resolution and providing feedback to the inquiring parties
    • Setting goals for oversight programs and regulations; monitoring performance of programs and ensuring program deadlines are met and directs team and other HCPF Divisions to accomplish those goals
    • Planning, prioritizing, assigning, analyzing and monitoring workflow, and maintaining appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives
    • Establishing work schedules, reviewing and approving work time and absences.
    • Initiating the hiring process, providing subject matter expertise to HR during the comparative analysis process, interviewing candidate and hire 
    • Managing and directing Section to fulfill the programmatic requirements and expectations as laid out in annual performance contracts, grant agreements and other funding mechanisms with county departments of human/social services
    • Directing the County Oversight Staff in the programmatic and contractual oversight of the County Incentives Program, while county administration fiscal management staff is responsible for the fiscal management of the County Grant programs               
    • Managing programmatic requirements of the Department's County Administration program
    • Other duties as assigned

    MINIMUM QUALIFICATIONS:

    Education and Experience:
    Nine years of professional experience working in a health care setting.


    OR


    Bachelor's degree from an accredited institution in Public Administration, Social Services, Business Administration, Health Care Administration or a field of study closely related to the work assignment; AND five years of professional experience working in a health care setting. 


    Substitutions:

    Additional appropriate education will substitute for the required experience on a year-for-year basis.


    PREFERRED QUALIFICATIONS

    • Prior state experience related to the duties of this position

    • Three or more years of experience supervising a high functioning team

    • Experience building and maintaining relationships while balancing program requirements and compliance

    • Experience managing contracts, grants, and oversight and compliance programs 


    DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
