    The Environmental Assessment Program (EAP) within the Department of Ecology is looking to fill a Section Manager, Eastern Operations Section (WMS Band 2) position. This position can be located in our Central Region Office (CRO) in Union Gap, WA. or in our Eastern Region Office (ERO) in Spokane, WA.   Upon hire, you must live within a commutable distance from the duty station. 

    Are you an energetic, solution-oriented leader with a passion for science and the environment and an understanding of the business needs to get it done? Do you like variety? In this role, you will direct the operation of the Eastern Operations Section (EOS) within the Environmental Assessment Program (EAP) and report directly to the Program Manager. EOS consists of 14-20 staff located in three different offices. EOS staff perform elements of a variety of monitoring, analysis and modeling activities done within EAP, focusing on projects and stations on the east side of the Cascade Mountains. You will be responsible for ambient monitoring, special water quality studies, hydrological and ecological modeling, information technology support, toxic studies, and habitat monitoring and groundwater assessment. You will also serve to assist in project planning across the program. As the EOS Manager, you will be responsible for quality assurance, staff development and training, safety issues, equipment budget development, contracting, data review and data approval.

    What makes this role unique? 

    As the Eastern Operations Section (EOS)  Manager, you will be responsible for quality assurance, staff development and training, safety issues, equipment budget development, contracting, data review and data approval.

    What you'll do:

    • Oversee all EOS functions ensuring timely and accurate environmental monitoring and assessment in support of agency and program priorities.
    • Manage section budget and monitor expenditures; approve leave, timesheets, training requests, travel expense vouchers, and purchasing requests.
    • Evaluate section staffing needs, initiate personnel actions, prepare position descriptions and essential functions analyses, arrange training and professional development opportunities, evaluate staff performance, and initiate or recommend corrective actions.
    • Manage recruiting and hiring of staff in accordance with the collective bargaining agreement by and between the State of Washington and Washington Federation of State Employees (WFSE) and with civil service rules.
    • Establish and maintain cooperative working relationships with professional and managerial staff of government agencies and external stakeholder groups.
    • Present complex technical materials to diverse audiences, including senior management and the public.
    • Assure the long-term storage, archival, maintenance, and public access of quality assured data collected or derived by section staff.
    • Be responsible for all safety, health, and environmental control issues, including compliance with state and federal laws relating to employee safety and hazardous waste disposal.


    Required Qualifications:

    Option 1: 

    A Bachelor of Science degree in natural or environmental sciences, or related field. 

    AND 

    At least five (5) years of professional level work experience in environmental monitoring, research, or management.

    Option 2: 

    A Master's degree in natural or environmental sciences, or related field. 

    AND 

    Four (4) years of professional level work experience in environmental monitoring, research, or management. 

    Option 3: 

    A PhD. involving a major study in natural or environmental sciences, or related field. 

    AND 

    Three (3) years of professional level work experience in environmental monitoring, research, or management.
