The design and project engineering teams located in our Los Angeles area headquarters provide integrated product engineering in support of our manufacturing facility in Joplin, Missouri resulting in single point responsibility for the design and manufacturing of heat transfer equipment for power and process industry related implementation.

    Thermal Engineering International is seeking a self-driven, highly energetic and enthusiastic individual to lead the company’s ASME Nuclear Quality Assurance Program (10CFR50 Appendix B, ASME BPVC, Section III, (NCA-3300 and NCA-3900, and NQA-1 etc).

    The incumbent in this position will be responsible for the development, implementation and management of processes and procedures required by the Nuclear Quality Assurance Program ensuring the successful attainment of ASME Nuclear Quality System Certificate. This position will further support all activities required for demonstrating the implementation and effectiveness of the Company’s QA Program for each ASME Certificate of Authorization applied for such as but not limited to N, NPT and NS.

    This is a highly visible position, which requires the incumbent to work closely with the Director of Quality and Business unit President & CEO to achieve the aforementioned strategic objectives. To be effective in this position, it is preferred that the incumbent has a firm understanding of 1) Products offered by TEi (feedwater heaters, condensers, shell & tube heat exchangers), 2) Manufacturing and Quality Documentation related aspects of Safety-Related heat exchangers and pressure vessels in accordance with ASME BPV Code Section III, 3) nuclear market and industry dynamics, and 4) Interpersonal skills required for frequent interactions with others at all levels in departments throughout the TEi organization as well as external stakeholders.
    Essential Responsibilities: • Lead the preparation of Quality System Manual to meet requirements of ASME BPVC Section III NCA 3300/3900/4000 and NQA-1 for manufacture of heat transfer equipment
    • Lead and support identification of such activities and items to which the QA program applies
    • Ensure implementation of QA Program results in compliance and successful achievement of N, NPT and NS Certificate of authorizations
    • Assure that processes affecting quality such as controls or verification are performed under a controlled system
    • Provide overall guidance and interpretation of ASME BPVC Section III requirements; supporting Engineering, Supply Chain and Manufacturing activities associated with Company’s Quality Program
    • Lead/direct the preparation and implementation of Quality procedures and processes
    • Assure that personnel performing activities affecting quality are indoctrinated, trained and qualified
    • Lead/direct the development and implementation of methods to qualify NDE procedures and equipment
    • Assure that personnel performing NDE activities required by the code are properly trained, qualified and certified to NB/NC/ND/NE/NG-5521 or WB/WC/WD-5520
    • Assist/Support Procurement function in establishing and implementing for the evaluation, selection and assessment of sub-suppliers including services (calibration, NDE, testing, heat treatment, etc.) and software
    • Assist/Support Procurement function adequately by providing QA personnel during source surveillance to ensure the suppliers have a quality assurance program consistent with the requirements of (NCA-4000 or NCA-3300), (WA-4000 or WA-3300) (HAB 3300/4000) or an Inspection & Verification Program (NCA-3900) as applicable
    • Assist/Support Procurement function in developing and implementing measures to control the inspection (receipt, in-process, and final) and testing of materials, components and parts.
    • Assist/Support in the development and implementation of methods to control the dedication and acceptance of purchased Commercial Grade items and services
    • Lead the development and implementation of control methods assuring all purchased material, items, equipment, software, services (including engineering services, studies, and evaluations) conform to purchase requisitions during receipt inspection, source inspection, post installation testing
    • Lead the assessment, development and implementation of control measures in identifying suspect/counterfeit/fraudulent material, items or components during receipt/in-process/final inspection and/or testing
    • Lead the establishment of plans, policies, and procedures in coordination with engineering and manufacturing functions and implement methods to control the quality of software (including firmware)
    • Lead the development and implementation of methods for the control of measuring and testing equipment (MT&E)
    • Lead the development and implementation of methods to disposition non-conforming items, materials, services etc.
    • Lead the establishment and implementation of methods to address posting, evaluation, notification, and reporting requirements of 10CFR21
    • Identify audit personnel and ensure they are trained, qualified and certified
    • Liaise with ANIS (Authorized Nuclear Inspector Supervisor) for acceptance of the Quality Manual
    • Responsible for assisting management during external organization’s surveys/audits
    • Interface with Authorized inspectors and Authorized Inspection Agency to assure access to all required areas and documents as required by the code are available
    • Ensure internal audits of departments and processes are conducted that evaluate the compliance of activities to the Quality System requirements and responsibilities
    • Interface with Customers, Customer Inspectors and assure that they have access to required product and Quality System documents
    • Interface with the other departments on problem resolution, NCRs (non-conformance reports) and changes related to product quality issues
    • Review contract proposals to identify special quality requirements and advise appropriate departments. Conduct contract specification reviews at the contract execution stage to assure that requirements have been clearly defined and can be met.
    • Responsible for reviewing Customer Purchase order and approving the manufacturing/repair plan / proposal to ensure compliance to Company’s Nuclear Quality Assurance Program
    • Assure tools, gauges, instruments and other measuring and test equipment used for activities affecting quality are controlled, calibrated and adjusted prior to use or at specified periods
    • Maintain the system for calibration of measurement and test equipment
    • Implement Corrective Action program for effective QA program implementation
    • Perform other duties as assigned Job Requirements / Skills, Knowledge and Abilities: • Bachelor of Science degree in Mechanical, Chemical, Nuclear Engineering, or related field is required
    • Demonstrated understanding and implementation of quality assurance regulations, standards and guidelines in power or similar industry is required
    • A minimum of 8 Years of developing and implementing Quality Assurance Program (ASME BPVC Section III, ASME BPVC Section VIII, ISO etc.) experience is required
    • A minimum of 5 Years of Quality Assurance Program experience in developing implementing ASME BPVC Section III, 10CFR50 Appendix B and NQA-1 program or equivalent nuclear safety regulations, including certification of data reports and interface with Authorized Nuclear Inspectors is preferred
    • Work experience involvement with a Code fabrication environment is preferred
    • Working with manufacturing company in field of design and engineering is preferred
    • Proficient with Microsoft office suite of applications
    • Excellent verbal, written and interpersonal communication skills
    • Knowledge of general steel fabrication practices and processes
    • Knowledge and experience in technical writing
    • Must be organized and able to work under pressure to meet deadlines and be able to perform self-initiated and planned activities.
    • Auditor/Lead Auditor certification (ISO 9001:2015, ASME NQA-1, N45.2.23 etc.) preferred
