    Your Specific Responsibilities:

    The incumbent in this position will spend 100% of time providing service delivery activities that include oversight of the Bureau's serious deficiency process, technical assistance, on-site monitoring, and contractor/staff training for the USDA Child Care Food Program administered by the Bureau of Child Care Food Programs. The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Program.   This is a highly responsible position that requires the incumbent to exercise independent and professional judgement.  The incumbent complies with and monitors compliance (when applicable) of mandatory requirements in Section 215.422, FS, and Chapter 3A-24, FAC.

    Provides oversight, technical assistance, consultation, training, and guidance to prospective and participating contractors and CCFP staff regarding the Bureau’s Serious Deficiency Process. Works closely with Bureau attorney and Field Operations Administrator to draft notices of serious deficiency and proposed termination letters. Creates case summaries and exhibit books for hearings and tracks all correspondence in the serious deficiency tracking log and legal log. Assists in the informal hearing process and other official capacities as needed.

    Maintains and updates the USDA National Disqualified Lists for disqualified institutions and individuals. Primary liaison between CCFP office and USDA SERO for reporting and transmitting serious deficiency documentation. Coordinates the Bureau’s weekly legal meetings including drafting the agenda, taking meeting notes, and updating the legal log with required actions. Initiates and executes correspondence to the appropriate officials as assigned.

    Assists in planning and coordinating the development and implementation of program policies and ensures compliance with federal and state laws, regulations and rules. Ensures adherence to departmental and program goals and objectives.  Ensures completion of planned program objectives.  Analyzes federal regulations for needed policy and procedural changes. Writes proposed rules, reports, correspondence and other materials as required.  Plans, coordinates, develops, and maintains internal and external procedure manuals and written processes. Writes reports, correspondence and other materials as required.

    Monitors program compliance as required, completes written reports within required timeframes, and assists in follow-up monitoring when necessary.  Assists with overseeing the compliance monitoring performed by Regional Reviewers.  Assists in performing special reviews or studies of management, administration, menu planning, etc., as needed or as requested by sponsors or supervisor.

    Coordinates with training section to develop training materials for staff and contractors and conducts local and statewide training sessions via conference call, webinar, face-to-face, etc.

    Performs other related duties as assigned.

     

    Required Knowledge, Skills, and Abilities:

    Knowledge of:  federal and state Child and Adult Care Food Program regulations, rules, requirements and procedures; daily operations of a child care center or day care home; child nutrition; methods of compiling and analyzing data; and correct grammar usage.  Ability to:  interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others; and work independently without close and constant supervision and be an effective team member or team facilitator, to travel and present information to contractors. Skill in:  use of personal computers and standard software packages.

     

    Qualifications:

    A bachelor's degree from a college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work.  A master's degree from a college or university can substitute for one year of the required work experience.  Professional or non-professional experience as described above can substitute on a year-for-year basis for the required college education Emergency Duty:  Incumbent is required to work during or beyond normal work hours or days in the event of an emergency.  Emergency operations functions required of the incumbent include, but are not limited to, Special Needs Shelters, Red Cross Shelters, or other emergency functions.  The incumbent in this position is considered to have regulatory responsibilities in that s/he shall determine a regulated entity’s compliance with federal, state or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity’s participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity.  Therefore, the incumbent is subject to the requirements of Chapter 112, F.S., Chapter 60L-36, F.A.C. and DOH Policy 30-2-07 with which s/he is required to be thoroughly familiar. Incumbent may have access to records containing social security numbers in the performance of job duties.
