    Position Overview
    The Database Administrator plans, designs, implements and maintains mission-critical enterprise application systems. This position performs tasks such as writing feasibility studies, documenting business requirements, developing project plans, defining project scope, developing strategies, recommending technology solutions, and implementing application systems. The Database Administrator specializes in application and database design and assists in resolving a wide variety of complex technical issues. This position will maintain and support the use of Operational Data Store (ODS) databases that are based on the PeopleSoft Enterprise Resource Planning System (ERP). The State Board for Community Technical Colleges' (SBCTC) ERP Project, called ctcLink, is an ongoing, multi-year project that will replace the full administrative software suite for the 34 community and technical colleges and the SBCTC. Additionally, this position is responsible for integrating and supporting Information Technology (IT) initiatives throughout the institution. The Database Administrator provides project leadership by exercising independent judgment in developing the security architecture of applications and managing the scope to meet deadlines. This position reports to the Director of Information Services.

    Supervising Position: Director of Information Services
    Essential Duties
    Data and Database Management
    • Design, develop, and support programs to extract, transform and load (ETL) data between systems. Includes writing/debugging complex SQL, stored procedures, triggers, scripts, and SSIS packages using Microsoft SQL Server Management Studio (SSMS) and Visual Studio
    • Design and test data interfaces among educational systems. Document source and target system data requirements. Define database/message correspondence and associated data transformations.
    • Track data quality issues and resolutions. Identify risks and develop mitigation plans.
    • Perform unstructured investigations of information issues and reporting problems across a complex, heterogeneous educational enterprise.
    • Design, develop and carry out routine database maintenance, reorganization, backup, and archive mechanisms. Ensure data integrity and against data losses by implementing operational procedures for scheduled database backups. Regularly monitor database consistency and initiate database repairs when needed.
    • Analyze data requirements, application and processing architectures, data dictionaries, and database schema(s), and then design, develop, amend, optimize, and certify database schema design to meet system(s) requirements.

    Project Work
    • Interact effectively with diverse groups. This includes personal commitment to meeting customer needs; the ability to understand the needs of diverse user groups (students, instructors, administrators, staff) and to manage expectations by communicating scope, schedule, and resources.
    • Develop new database-connected applications or modify existing ones using standardized frameworks, patterns, and libraries such as: MVC, Razor, AJAX, JavaScript, and JSON.
    • Design, develop, and troubleshoot stored procedures, functions, queries, views, and SQL scripts to facilitate support and system integration to ctcLink
    • Create systems to automate everyday tasks for end users.

    Operational Duties
    • Maintain comprehensive documentation on all database and application work.
    • Provide routine technical assistance for problem diagnosis, resolution, and ongoing maintenance activities for partners and fellow Information Services professionals as they relate to the use and access to databases, the content of specific databases, and the relationships among enterprise data stores.
    • Plan, test, and implement software maintenance fixes and major releases supplied by database vendors. Plan and execute data migrations for major database upgrades. Perform capacity planning and operating system configuration activities.
    • Participate in the planning, maintenance, and implementation of all aspects of database disaster recovery and business resumption planning.
    • Design and document monitoring processes to ensure the health and operation of database systems. Ensure performance service levels are met by monitoring database operations and resolving database performance issues through system tuning activities performing troubleshooting techniques and taking corrective actions. Communicate operational support processes to team.
    • Other duties as assigned.

    Minimum Qualifications:
    • Bachelor's degree in Computer Science or equivalent combination of education/experience.
    • Two (2) years of relational database systems administration and programming experience in a distributed networked client/server environment using Windows Server 2012 R2 or later, Microsoft SQL 2012 or later, SSIS and Visual Studio 2015 or later.
    • Two (2) years of relevant progressively advanced information technology experience such as consulting, analyzing, designing, installing and/or maintaining enterprise level computer software applications and hardware.
    • Experience in IT development, project management and related analytical fields, and a deep understanding of data schema and architecture.
    • Ability to work independently with minimal supervision.
    • Demonstrated commitment to equity and inclusion and the ability to support a diverse workplace and educational environment.

    Preferred Qualifications:
    • Experience building, maintaining, and patching SQL Server stand-alone and clustered installations.
    • Experience with C#, ASP.Net, Windows forms, Web Forms, JavaScript, AJAX, JSON, MVC.
    • Experience with third-party SQL toolkits like Redgate SQL Toolbelt.
    • Experience designing SQL Server Reporting Services (SSRS) reports.
    • Knowledge of Microsoft Windows scripting tools, utilities, and languages.
    • Experience with source control systems such as Subversion or Git.
    • Experience with PeopleSoft, PS Query, and Oracle SQL Developer.
    • Experience with database migration between various environments (production, QA, staging).
    • A working knowledge of Oracle databases and differences between Microsoft and Oracle SQL.
    • Experience working in a college or university setting in a technical support or database administrator role.
    • Business Intelligence (BI) data architecture and an advanced knowledge in designing, developing, and implementing data integration and business intelligence solutions.

    Terms of Employment:

    This is a full-time twelve month classified position. This position works 40 hours per week, Monday - Friday; shift will include evening responsibilities and some weekend assignments. The position is allocated to pay Range 06IT under the Higher Education Salary Schedule. Initial salary placement is between the ranges of $6,462.00 and $7,311.00 per month with yearly step increases to the maximum salary of $8,691.00 per month. This is a represented position.

    Cascadia College employees receive a 5% King County Premium Pay in addition to base salary for the 2022-2023 Fiscal Year.

    This position has been designated as a bargaining unit position by the Washington Public Employees Association. Following a successful probationary/trial service period, employees attain permanent status.

    Physical Work Environment:

    Positions in this class typically require operating a computer, communicating, observing and repetitive motions such as bending, climbing, and crawling or being able to accomplish similar activities with assistive devices. Work is primarily performed at the Cascadia College campus, in an office environment and requires standing and/or sitting and using computers for extended periods of time.

    Semi-Sedentary Work: Exerting up to 10-30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to transport, put, install, remove, or otherwise move objects.

    The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Beginning in Fall Quarter 2022, full-time employees will be expected to be on-campus three (3) days per week with the option to work remotely for the remainder of their working days. Employees will need to provide their own remote work space and internet access, noting the College will provide technical equipment and support for online work needs. During on-campus operations, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.
