Additionally, Organizational Development Consultant implements and reports on the effectiveness of leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a manager or head of a unit/department. The Organizational Development Consultant work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.     Responsible for assessing individual and organizational development opportunities and design solutions that align with core organizational values and achieve business outcomes. Assist with establishing and executing strategic learning and development resources that foster the growth for all staff levels throughout the City of Denton.

    Essential Functions and Other Important Duties

    ESSENTIAL FUNCTIONS

    DUTIES


    • Assist with the development of an organizational development strategy, including but not limited to staff continuous improvement and leadership development training opportunities, and in collaboration with safety, ethics, and compliance training needs.
    • Collaborate with the internal stakeholders to identify and diagnose existing challenges and opportunities, assess individual, team and organizational needs, and recommend future development options.
    • Establish and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the organizational, department and individual level.
    • Work with City of Denton leadership to promote and drive positive organizational effectiveness and culture-change initiatives with data driven metrics across programming.
    • Develop, oversee, and promote employee engagement, equity, diversity and inclusion through mentoring, education, and leadership development.
    • Administer the City of Denton performance feedback process, including but not limited to, form design and content, education, and review of written documents; evaluate effectiveness and provide recommendations for program adjustments, as needed.
    • Collaborate with internal stakeholders on succession planning and management education to improve efficiencies, retain talent, and prepare the organization and/or department for attrition.
    • Oversee the development and implementation of the Citywide Human Resources New Employee Orientation (NEO), monthly in-person offerings, virtual and semiannual offerings to include robust and appropriate curriculum development.
    • Coordinates organizational development and training programs and services that foster an inclusive, equitable, and diverse environment, encourages, and values the contributions and perspectives of all City of Denton employees.
    • Oversee change management initiatives and enhancements to existing programs and offerings, including but not limited to the City of Denton University and other online City of Denton platforms, as appropriate.
    • Serve as subject matter expert and liaison to internal stakeholders with respect to organizational development (OD) and inclusion, equity, and diversity (IED) initiatives.
    • Conduct annual organizational surveys and climate assessments; summarize finding and provide recommendations for improvement.
    • Develop, revise, and make recommendations for Human Resources policy improvement, as needed.
    • Research and stay abreast of developments, amendments, and changes in laws affecting OD and IED; Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to employees, City management, commissions, and the City Council.
    SUPERVISORY/BUDGET RESPONSIBLITIES
    • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
    • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

    Job Requirements

    EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS

    • Bachelor’s Degree from an accredited college or university in Human Resources, Organizational Development, Education, Instructional Design, or related field; and,
    • Four (4) years’ experience in human resources, organizational development, instructional design, or related field; and,
    • One (1) year experience in a supervisory capacity,

    • Knowledge of Federal, State, and Local Government laws and regulations regarding human resources and organizational development.
    • Knowledge of City of Denton policies, procedures, mission, and goals.
    • Knowledge of adult learning theories, development theories, and practices with course design experience.
    • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
    • Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.
    • Skill in data analysis, development of strategic plans, problem solving and action plan execution.
    • Skill for ensuring continuous improvement in processes, relationships, and cost savings.
    • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
    • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.
    • Ability to evaluate organizational needs, lead, develop, and direct/deliver professional learning, technical assistance, and consultation to staff and leaders.
    • Ability to train others and monitor their progress and comprehension.
    • Ability to organize and coordinate work, maintain attention to details and quality, and meet deadlines.
    • Ability to communicate effectively, in both oral and written forms, as appropriate for the needs of the audience.

    • Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.

    • Travel: Travel to City of Denton buildings and professional meetings as required.
    • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed. Must attend regularly scheduled and special meetings.
