Organizational Development Consultant implements all aspects of organizational development. Develops training programs, facilitates change management initiatives, and reviews current development programs to ensure linkage to company goals. Being an Organizational Development Consultant builds human capital through employee development programs. Measures employee performance to gauge the success of programs and identify areas for improvement. Additionally, Organizational Development Consultant implements and reports on the effectiveness of leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a manager or head of a unit/department. The Organizational Development Consultant work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project. Infrastructure Development Planner
  • Gateway Area Development District
  • Morehead, KY FULL_TIME
  • The Infrastructure Development Planner is responsible for the strategic planning, project development, and administration activities for water, wastewater, and transportation infrastructure initiatives in the Gateway Region and facilitating the Regional Transportation Committee and Regional Water Management Council. The Infrastructure Development Planner collaborates on planning efforts with the Disaster Recovery Planner and the Associate Director of Economic Development and coordinates the collection, review, and management of water, wastewater, and transportation infrastructure asset databases with the GIS staff.
    General Duties and Responsibilities:
    1. WMC Coordination: Involves facilitating the Regional Water Management Council and coordinating water and wastewater planning initiatives in compliance with Senate Bill 409. This duty will consist of:
    Facilitate quarterly Water Management Council meetings;
    • Initiate water and wastewater planning activities.
    • Coordinate project identification, project development, and project prioritization; and
    • Complete additional tasks issued by the Kentucky Infrastructure Authority and/or Kentucky Division of Water.
    2. WRIS Data Entry Coordination: Involves coordinating the collection and entry of water and wastewater project and system data in the WRIS Portal with the GIS staff. This duty will consist of:
    • Schedule annual visits and collect spatial and non-spatial water and wastewater system data.
    • Review, correct, and update spatial and non-spatial water and wastewater system data.
    • Coordinate GIS updates with GIS staff; and
    • Develop and update project profiles.
    3. Transportation Coordination: Involves the coordination of the execution of work elements outlined in the Kentucky Transportation Cabinet’s Regional Transportation Annual Work Program. This duty will consist of:
    • Program administration.
    • Facilitate public involvement and the Regional Transportation Committee.
    • Update and analyze the regional transportation asset data; and
    • Project identification, data review, and development.
    4. KYTC Centerline Review and Updates: Involves completing KYTC Centerline Review and Updates in coordination with the GIS staff. This duty will consist of:
    • Review existing county road and city street centerline data with local elected officials.
    • Identify corrections and updates.
    • Coordinate updates with local elected officials.
    • Collect paperwork and supporting documentation; and
    • Collect GPS centerline data.
    5. Grant Writing: Involves preparing grant applications for various types of funding sources. This duty will consist of:
    • Research potential funding sources.
    • Develop proposals to meet the goals and standards of funding sources.
    • Compose and package funding applications/proposals; and
    • Maintain records of application submittals.
    6. Project Administration: Involves coordinating project activities for various types of funding sources. This duty will consist of:
    • Manage project schedules and funding administration activities.
    • Communicate with stakeholders and clients.
    • Maintain project documentation and records.
    • Create and maintain project budgets; and
    • Ensure all required forms, documents, certifications, submittals, and reporting are completed.
    7. Other Duties: Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.
    Qualifications:
    Education:
    • Bachelor’s degree or higher in government, history, geography, business administration, public administration, or other related field required.
    Certification and Trainings:
    • Valid Driver’s License required. CDBG Project Administrator Certification must be acquired and maintained after hiring.
    • The employee will be expected to attend professional development trainings related to specialties.
    • Any classes, training, or certifications related water, wastewater, and/or transportation infrastructure, strategic planning, or project management, preferred, but not required.
    Experience:
    • Entry - Intermediate Level Position.
    • Two (2) or more years of related experience and/or related internship preferred.
    Physical Requirements:
    • Sit for extended periods of time
    • Stand and walk for extended periods of time
    • Reach, stoop, crouch, and bend
    • Fine motor skills; operate a vehicle
    • Ability to lift and carry 30 pounds
    • GPS field collection in urban and rural areas.
    Sensory Requirements:
    • Sight; Hearing; Speaking

    Working Conditions:

    Indoor office conditions; outdoor data collection or project site visits during various weather conditions and on various terrains; and possible wildlife/animal encounters during outdoor data collection or project site visits; requires intermittent standing, sitting, or stooping; work requires consistent use of computer and phone systems as well as other general office equipment; and frequent interruptions.

    Availability and Travel:
    • Normal business hours
    • Nights/weekends (special events/training/local meetings)
    • Regular travel within region and state
    • Occasional travel outside of the state
    • Able to travel multiple days at a time.
    Tools, Equipment, and Vehicle Use:
    • Standard office equipment (computers, printers, scanners, phones, etc.)
    • Fleet/personal vehicle(s)
    • Cellular/tablet device
    • Trimble Geo7X / Trimble R2 GPS collection equipment.

    Knowledge, Skills, and Abilities:

    Knowledge:
    • Water, wastewater, gas, and transportation infrastructure planning.
    • State and federal funding programs.
    • Grant writing and project administration processes; and
    • Local government and non-profit operations, organization, functions, and challenges.
    Skills:
    • Oral and written communication.
    • Microsoft Office Suite (Word, PowerPoint, Excel).
    • Attention to detail.
    • Meeting organization and facilitation.
    • Project and budget management; and
    • Data collection, management, interpretation, and analysis.
    Abilities:
    • Be present and punctual.
    • Prioritize work and meet deadlines.
    • Work under stressful situations with patience and tact.
    • Establish and maintain effective working relationships with co-workers, officials, and the public.
    • Teamwork.
    • Exercise initiative and judgment
    • Initiate, organize, and manage planning initiatives and projects.
    Salary Grade: 9
