Organizational Development Director directs the design, planning, and implementation of corporate organizational development programs, policies, and procedures. Approves change management initiatives and suggests enhancements to existing programs. Being an Organizational Development Director oversees the development of programs to build human capital and a strong employee development culture. Reviews key performance metrics to enable accurate and valid measurement of workforce performance and to identify areas for improvement. Additionally, Organizational Development Director proposes changes to organizational structure to leverage talent and provide development opportunities to key leaders in the organization. Develops systematic collection and evaluation of performance metrics. Requires a bachelor's degree. Typically reports to top management. The Organizational Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Organizational Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     About the division:

    The Human Resources Office (HRO) is an organizational section within the Employee Resource Division (ERD) within the Central Services Administration (CSA) of HCA. The Human Resources Office is a strategic business partner, actively contributing to HCA’s excellence through professional expertise, guidance, and human resource solutions. The HRO supports the agency and its workforce for all related employment and staffing functions, including position management, recruitment, training and development, performance and risk management, diversity, equity, inclusion and belonging efforts, and organizational development.

     

    About the position:
    The Organizational Learning and Development Manager reports to the Director of the Employee Resource Division and serves as the manager of HCA's Organizational learning and development section, providing oversight, strategic planning, consulting services, tools, and resources at all levels within HCA for achieving the agency's organizational, employee retention, and employee development needs, while contributing to the management of employment risk and maintaining a safe work environment in which diversity and cultural competency are encouraged and celebrated.

     

     

    This position is eligible to telework but is frequently required to report on-site to meet business needs including providing in-person training and attending on-site meetings. This position will not be eligible for out of state telework. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. 



    Some of what you will do:

    • Work collaboratively and effectively with other HR leaders, managers, and staff throughout HCA to design, develop, and manage programs and services that are integrated into the agency.
    • Integrate organizational development efforts within major short and long-term strategic initiatives, especially those related to organizational transformation and capability, cultural change, enhancing interpersonal connection and engagement of the workforce, and performance of key leaders and leadership/project teams.
    • Develop, implement, lead, and evaluate workforce focused organizational development interventions such as change and transition management, culture and strategy alignment, and individual and team effectiveness.
    • Oversee allocated core training budget for full fiscal accountability and annual reporting to budget planners.
    • Build and lead the agency-wide training strategy. Provide resource guidance and consulting for specific program and cross-program training activities, multi-agency efforts, or internal training efforts for workgroups or committees.
    • Administer all agency and rule training requirements; maintain related agency policies and requirement history and maintain compliance reports.
    • Develop and secure the most appropriate, high quality training resources through partnering with other agencies and contracting directly with vendors.
    • Manage agency-wide communication, marketing, and publishing of training and development opportunities in various formats.
    • Oversee training related technology and registration processes.
    • Conduct classroom training for courses like but not limited to: Crucial Conversations, Crucial Accountability, Mental Health First Aid, and Stress Management.
    • Track and report on all mandatory training to the Executive Leadership Team.
    • Ensure consistent agencywide mandatory training compliance through communication, outreach, partnership with divisional leadership, and active engagement with supervisors and employees across HCA.

    Required qualifications:

     

    • Demonstrated successful experience providing senior-level advice, guidance and consultation to managers, leaders, and team members in training and organizational development areas. 
    • Demonstrated successful experience providing supportive and engaged leadership for a high performing team, including setting goals and expectations, providing effective direction and feedback, promptly addressing issues, and conducting timely performance reviews. 
    • Demonstrated successful experience in designing, developing, and delivering training content within an organization. 
    • Effective communication skills and the ability to present complex material to all levels of agency management and staff. 
    • Experience consulting with supervisors, managers, and stakeholders; experience as an organizational advocate.
    • Understanding of principles of employee and organizational development, as well as knowledge and expertise of management and leadership principles
    • Demonstrated knowledge and proficiency with: 
    • MS Word
    • MS PowerPoint
    • MS Outlook or similar product
    • One or more Learning Management System applications

    Preferred qualifications:

    • Master’s Degree in Adult Education and Training or aligned field.
    • Experience with e-learning design in applications such as (but not limited to) Articulate.
    • Experience applying adult learning principles.
    • Understanding the principles of organizational human resources development and the strategic management of employment risk 
    • Excellent computer skills.
    • Membership in and/or certification from any or all of the following: 
    • Society for Human Resources Management (SHRM)
    • American Society for Training and Development (ASTD)
    • Institute for Diversity Certification (IDC)
    • ProSci or other change management credential
    • Six Sigma or other process improvement credential
