Organizational Development Manager manages all aspects of organizational development. Oversees the development of training programs, facilitation of change management initiatives, and review of current development programs to ensure linkage to company goals. Being an Organizational Development Manager develops programs to build human capital and a strong employee development culture. Facilitates the development and implementation of employee performance measurements to gauge the success of programs and identify areas for improvement. Additionally, Organizational Development Manager assesses leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a director. The Organizational Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Organizational Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Quality Control Manager (QCM) will act as Training, Rehabilitation, & Development Institute, Inc.’s (TRDI) on site quality control manager for the contract they are assigned to. QCM must have experience and knowledge to manage all quality control functions of the contract as it relates facility planning, operations, budgeting, estimating, scheduling, work methods, materials, scheduling and cost control. Strong understanding of physical plant operations building with working knowledge of design-build construction. QCM must have the required education, as well as technical, and communication skills necessary to accomplish all aspects as it relates to this job description.

    ESSENTIAL FUNCTIONS:

    • Supervise the daily physical construction activities in the shop, ensuring all work is performed in a safe and organized manner that satisfies the project schedule, and is completed in strict compliance with the drawings and specifications.
    • Supervise technical staff in carrying out tests and checks
    • Set up and maintain controls and documentation procedures
    • Review customer requirements and ensure they are met
    • Promote quality achievement and performance improvement
    • Monitor performance by gathering data and producing reports
    • Establish quality requirements from external suppliers
    • Ensure tests and procedures are properly understood and carried out
    • Ensure production processes meet standards
    • Ensure construction processes meet standards
    • Devise and establish quality procedures, standards and specifications
    • Define quality procedures in conjunction with operating staff.
    • Maintain working relationships with the Contracting Officer’s representative onsite, Subcontractors and Vendors, Program Manager, Engineers, Local Authorities, etc.
    • Maintain Project Management Plan
    • Maintain Property Control Plan for management of Government Furnished Property (GFP)
    • Maintain a safety and health program that complies with EM 385-1-1 and applicable OSHA, DOD, Army, Federal, state, and local safety and health requirements.
    • Maintain a written site-specific Accident Prevention Plan (APP) in accordance with Appendix A, EM 385-1-1.
    • Maintain a hazardous waste spillage cleanup plan
    • Maintain OPSEC Standard Operating Procedure (SOP)/Plan

    QUALIFICATIONS AND REQUIREMENTS:

    • Must have at least three (3) years’ experience as a Quality Control Inspector or Quality Control Manager for relevant service work occupations and proven performance in similar level/volume of work as an Installation level contract.

    EDUCATION, SKILLS AND EXPERIENCE:


    • Must be proficient in Microsoft Office software and have excellent communication skills.
    • Must have experience in and understand the entire construction process, to constantly monitor quality standards and report deficiencies within the construction process.
    • Must be capable of implementing and maintaining a computerized Contractor Quality Control Inspection System capable of meeting all requirements of Contract Clause: Inspection of Services – Fixed Price (Aug 1996), FAR 52.246-4.
    • Must be experienced at planning, organizing, problem solving, effective communications, decision-making, delegating, conflict management and cool under fire.
    • Needs to take the initiative on solving issues that may arise and to take precautions to prevent problems from arising.
