Quality Development Specialist

  • Position Summary: Under the direction of the Food Services Manager develops and implements quality improvement programs, researches and develops training opportunities, reviews kitchen reporting logs and monitors child care centers for compliance in the Child & Adult Care Food Program (CACFP). Supports the development of the food services program across multiple counties. Supports CAPSLO’s mission by ensuring the  multiple county Child & Adult Care Food Program runs smoothly by encouraging quality improvement, training opportunities, maintaining compliance in all kitchens so the program can serve as many families and individuals as possible within the community.Minimum Educational and Experience Requirements: Bachelor’s Degree with two years education or work experience in nutrition, food processing or early childhood education. Experience developing and giving presentations to groups. Solid evidence of strong organizational skills. Experience collaborating on projects and contributing ideas. Responsibilities & Duties: Performs site monitoring of meal service, kitchen safety & sanitation and Farm to Preschool activities. Develops and implements quality initiatives to advance the USDA effort to improve child nutrition and eating habits.  This includes but is not limited to broadening skill level of kitchen staff and utilizing Farm to Preschool curricula. Researches and/or develops training opportunities for kitchen staff. Provides one-on-one and group trainings regularly.  Assists cooks with computer skills and food program software. Tracks monthly submission of child care centers’ required kitchen reporting. Communicates with centers on any missing information and follows up. Performs routine audits on attendance and meal counts recorded by centers. Implements efforts by food program to be resource friendly by reducing, reusing and recycling. Maintains knowledge of all program regulations and requirements. Assists Food Services Manager in incorporating new guidelines and updating relevant program staff. Assists the Food Services Manager in a variety of tasks to support the smooth operation of the food service program. Performs other duties as required. Other Requirements: Must be dedicated to the goals and philosophy of the Head Start programs and of CAPSLO. Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.   Must be willing to travel out of county, including overnight trips. Must have strong computer skills and be proficient with Microsoft Excel and presentation software. Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children. Employment is contingent upon meeting all job requirements and background requirements: criminal history check, education verification, acknowledgement of child abuse reporting responsibility, criminal record statement, etc. A criminal history clearance is required within seven days of completing the Live Scan. Must pass a health screening and provide current TB clearance prior to beginning employment. Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required. Must have good writing and spelling skills. Must be able to develop and maintain effective work relationships with other employees and representatives of private and public agencies. Must be able to work under pressure of many deadlines and difficult situations. Must have interpersonal skills emphasizing listening and communicating. Must be able to follow oral and written instructions. Must be able to maintain confidentiality in all aspects of work. Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council. Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.  Physical and Environmental Requirements: Position requires intermittent standing, sitting, walking, twisting and bending.  Must be able to lift up to 30 pounds.  Simple grasping and hand manipulation required as well as reaching above and below shoulder level.  Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes. Requires driving distances to other counties with occasional overnights in a hotel on CAPSLO account. Additional Eligibility Qualifications: Must be at least 18 years of age by date of hire.  Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792. Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form. Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.  Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.  Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment.
