Organizational Psychologist studies and assesses the organizations workforce, management, culture, business objectives, and challenges using psychological principles and research methods. Designs and develops programs and tools that will be appropriate for the needs of the organization and which will assist employees and management to better achieve desired goals. Being an Organizational Psychologist utilizes various methods including employee surveys, focus groups, skill assessments, performance appraisals, and other feedback mechanisms to assist management in identifying issues and driving improvements. Creates solutions and programs that may be focused on employee selection, job training, leadership training, workplace and family issues, and change management. Additionally, Organizational Psychologist requires a master's degree in industrial/organizational psychology. Typically reports to a manager or head of a unit/department. The Organizational Psychologist works autonomously. Goals are generally communicated in "solution" or project goal terms. May provide a leadership role for the work group through knowledge in the area of specialization.     PURPOSE OF POSITION:

    The Learning and Organization Development Coordinator position supports the College's strategic and operational objectives in the following ways: plans, develops, coordinates, and provides oversight for organization learning opportunities that support employee and organizational performance, engages staff and creates a sense of belonging and support employees to develop employees to their full potential. Partners with the Human Resources team to implement supervisory and leadership development programs; oversees and administers the College's employee-centered learning management system (E-LMS); partners with and acts as a resource to the Diversity, Equity and Inclusion Office to provide DEI centered learning opportunities; provides coaching, facilitation, team development, process re-engineering and organization development services in support of strategic and organization improvement initiatives; provides assessment and evaluation services to supervisors and departments to determine learning and/or organization development needs; designs and develops original content or direct the work of consultants hired to provide learning and development opportunities. The Learning and Organization Development Coordinator will collaborate with others at all levels of the organization and with external stakeholders.

    ESSENTIAL JOB FUNCTIONS

    :

    The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:




    • Organizational Learning (50%)
      • Plans, develops, coordinates, and provides oversight for organization learning opportunities that support employee and organizational performance, engage staff and develop employees to their full potential.
      • Assesses needs, analyzes gaps, researches best practices, and partners with Human Resources colleagues and College management to identify, develop and implement successful and innovative learning and development programs.
      • Builds new employee onboarding processes and resources that connect new employees to the College and creates an understanding of the College's culture. Leads Human Resource focused new employee orientation; partners with key stakeholders including the DEI Office and the Center for Teaching and Learning to create best practice tools and resources for supervisors; and facilitates quarterly "welcome" events.
      • Develops strategies, frameworks, tools, and guides to support the transfer of knowledge to ensure key organizational knowledge is captured and shared with new employees. Acts as a consultant and resource to managers and workgroups seeking to develop knowledge transfer and training tools for their teams.
      • Oversees all-employee policy and/or legislatively mandated trainings and learning opportunities. Assesses training needs; determines training schedules; develops or selects training sources and modalities; communicates training requirements; and ensures completion of required training.
      • Partners with and acts as a resource to the College's Diversity, Equity and Inclusion (DEI) Office on DEI centered learning opportunities.
      • Manages Summer Inservice, a week-long summertime learning event for Association of Classified (ACE) employees and Administrators. Leads project team; assesses learning needs; coordinates instructors; and communicates learning opportunities; and oversees event sign-ups.
      • Acts as a resource to supervisors and managers on learning and development initiatives. Assists in the identification and assessment of learning needs and skill gaps; creates customized learning and development plans or programs to meet College, department or work group requirements; determines if development needs are better met through internal or external training resources.
      • Designs, develops and delivers original content to meet College needs. Establishes learning measures and metrics; designs evaluation and survey instruments; analyzes participant feedback and modifies programs and/or instructional materials accordingly.
      • Coordinates and participates in employee engagement programs. Manage the College's "Cougar Shout-Out" recognition program; participates on and collaborates with College committees and College Relations and Marketing in the design and execution of recognition events assess program effectiveness and make changes as needed.
      • Hires, coordinates, monitors and evaluates the work of outside consultants. Prepares scopes of work and specifications for training projects; works with procurement and contracting staff to prepare and distributes requests for information or proposals; assesses contractor responses; selects training consultants; manages and reviews contractor work; processes contractor payments. Oversees College efforts to seek reimbursement from the state of Oregon for learning and training activities.



    • Management and Leadership Development Program (20%)
      • Designs, supports and implements supervisory development program. Assesses learning needs, partners with HR colleagues, the DEI Office and internal subject matter experts to develop learning opportunities.
      • Creates a supervisory onboarding program to ensure newly hired and/or promoted supervisors have the resources needed to effectively manage and support their teams.
      • Consults on and creates supervisor tips, tools, guides and resources in support and distribute supervisor resources.





    • Learning System Oversight (15%)
      • Acts as administer for the College's employee-centered Learning Management System (E-LMS), NEOGOV's "Learn". Vets Learn trainings to ensure their efficacy, appropriateness and adherence to the College's values. Utilizes Learn to establish training plans; curates the College's Learn library.
      • Oversees the full implementation of and act as administrator for the Onboard module of NEOGOV. Lead a team of internal stakeholders to create an electronic Onboard experience which connects new employees to the information and resources they need to succeed.






    • Professional Development Programs and Administrative Duties (15%)
      • Administers the College's mandated professional development funds and tuition reimbursement programs. Reviews and evaluates employee tuition reimbursement requests; monitors budgets; processes employee reimbursements as needed.
      • Responsible for the maintenance of confidential training records and files.
      • Prepares memoranda, reports, process documentation, correspondence and other written material.



    GENERAL JOB FUNCTIONS:
    • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
    • Perform other duties as assigned within the scope of the classification.
    • Participate in college committees when requested.
    • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
    • Maintain work areas in a clean and orderly manner.
    • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

    QUALIFICATIONS

    :

    Equivalent to a Bachelor's degree from an accredited college or university with major course work in instructional design, education, psychology or a related field.

    Three years of increasingly responsible experience creating, assessing, managing, coordinating and delivering a variety of multimodal, complex leaning and development programming in an employer setting.

    Knowledge of:
    • Theory, principles, practices and techniques of organizational learning, particularly as related to adult development in an employer setting;
    • Principles and practices of organization development;
    • Principles and practices of process Improvement;
    • Project management tools and resources;
    • Methods and techniques for conducting needs assessments and designing organizational learning opportunities and programs;
    • Operations, services and activities of organizational learning;
    • Methods and techniques of group facilitation;
    • Principles and practices of program development and implementation;
    • Methods and techniques of effective communication;
    • Employment laws, regulations, policies and procedures governing Clackamas Community college's human resources program;
    • Computer based employee-centered learning management systems (LMS);

    PREFERRED QUALIFICATIONS

    :

    Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Visio), performance management, HRIS, and learning management systems.

    SPECIAL REQUIREMENTS OR LICENSES

    :

    A driver's license valid in the State of Oregon or an acceptable means of alternate transportation.

    WORKING CONDITIONS

    :

    The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.

    The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

    The work environment is well protected, with virtually no hazards or obstacles (0-5%). There is very little element of personal risk or hazard. Job conditions are usually stable, with virtually no (0-5%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc.

    Occasional attendance at industry-related trainings or other meetings may require travel (0 - 5%).

    SUPERVISORY RESPONSIBILITIES

    :

    Supervision of others is not a typical function assigned to this position. However, this position will assign work to, provide training and orientation to, and monitor the tasks/projects of part-time employees and/or student workers.
