Outpatient Services Director directs and implements the administrative processes and resources of an outpatient medical or specialty services facility or clinic. Ensures quality care and services for patients by implementing systems and operational procedures to coordinate service delivery. Being an Outpatient Services Director aligns processes with business, clinical, customer service, quality, and financial goals. Monitors, evaluates, and modifies programs while adhering to company guidelines and standards. Additionally, Outpatient Services Director requires a bachelor's degree. Typically reports to a director. The Outpatient Services Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Outpatient Services Director typically requires 3+ years of managerial experience.     Position Title:        Outpatient Program Director 


    Department:            Clinical


    Supervises:            All Outpatient Personnel



    Entry Level Qualifications:    


    Master's Degree in Social Science or related field from accredited college or university.  Four years experience with addictions treatment and management with two years in the field in a supervisory position.   Licensed as LPC. or LCSW.


    1.    Must be capable of administering CPR (Certification required).

    2.    Must be able to see at 20/40 corrected in each eye and hear (hearing aid acceptable).  

    3.    Must be able to maintain records and have good communication skills.

    4.    Must be able to continuously sit from 2 to 3 hours per 8 hour shift.

    5.    Must be emotionally and physically capable of functioning under stressful situations.

    6.    If recovering, two years of continuous verifiable abstinence.


    General Responsibilities:


    Department head of all treatment services monitors approved program concepts and procedures. Monitors and approves all admissions, discharges, and extensions of treatment.  Works closely with Regional Director or Administrator as designated, Community Relations, and Counseling and Referral Service staff regarding patient referrals or treatment, and delivers community service activities as requested.  Maintain all treatment schedules, staff schedules, and arbitrates treatment staff issues.


    Essential Functions:


    1.    Directs treatment practices and monitors performance.  Monitors patient care delivery and patient welfare.  Maintains clinical supervision log.

    2.    Monitors treatment staff growth, development, and training.

    3.    Participates in Quality Improvement Management program and serves on all assigned committees.

    4.    Makes counselor/patient assignments, schedules counseling personnel, assures all treatment events are delivered properly and on time, and coordinates all treatment staff     meetings or case conferences.

    5.    Demonstrates the ability to provide clinical supervision or directs supervision to be provided to clinical staff, under the guidelines of Alabama Department of Mental Health     & JCAHO.

    6.    Demonstrates knowledge of the Utilization Review process and participate in the UR meetings, representing knowledge of patient status relative to clinical and financial     matters.

    7.    Demonstrates ability to mediate patient and family concerns regarding delivery of care.

    8.    Demonstrates skill in interviewing and hiring of Clinical staff.

    9.     Demonstrates knowledge and compliance of regulatory requirements, is directly responsible for all regulatory preparation and regulatory visits regarding Clinical matters.

    10.    Demonstrates the ability to implement and enforce Bradford Health Services Policies and Procedures.

    11.    Accepts responsibility for on call status as assigned by Regional Director or Administrator as designated.

    12.    Has ability to demonstrate all Clinical activities, techniques, and procedures to Clinical staff.

    13.    Develops new Clinical programs in coordination with the Corporate Clinical Consultant as directed.

    14.     Stays current with new findings in the field of addictions.

    15.     Carries patient caseload as needed.

    16.     Ability to work in a cooperative manner with coworkers, managers, clients and prospective clients.

    17.     Ability to work in a constant state of alertness as to perform the job in a safe manner.

    18.     Know and abide by the general provisions of 42 CFR Part 2, “Confidentiality of Alcohol and Drug Abuse Patient Records”; and 45 CFR “Health Insurance Portability and     Accountability Act”.    

    19.     Regular attendance.

    20.     Performs other duties as assigned.
