PACS Administrator is responsible for the daily operations of the Picture Archiving and Communications Systems. Oversees equipment maintenance and systems testing, upgrading, and installing. Being a PACS Administrator acts as a liaison between the Radiology department and customers. Maintains positive vendor relationship. Additionally, PACS Administrator requires a bachelor's degree. Requires a certification with the American Registry of Radiologic Technologists (ARRT). Typically reports to a manager or head of a unit/department. The PACS Administrator supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     POSITION DESCRIPTION:

    This position is a full stack database developer role working autonomously within a single-developer team, which collaborates closely with the SEAMAP project coordinator who serves as the program supervisor. The role is a full-time position as part of the Gulf States Marine Fisheries Commission SEAMAP program and receives support from technical staff from other departments within the GSMFC.

    The main purpose of this role is to effectively manage all aspects of the SEAMAP database. This includes but is not limited to database management, data quality assurance, data integration, data architecture design, performance tuning, and data distribution. The responsibilities for this role also include front-end web development for the purposes of data distribution.

    Qualification and Skills:

    1. B.S. in Computer Science, Information Technology, or closely related field or equivalent

    2. Detailed knowledge of database management principles in Oracle and MySQL

    3. Working knowledge of Python, PHP, and SQL

    4. Ability to create and/or edit existing PHP and Python ingest and error checking scripts

    5. Front-end development skills such as HTML, CSS, and JavaScript

    6. Ability to work within a loosely documented system and reverse engineer solutions to issues that may arise.

    7. High attention to detail and documentation of processes.

    Preferred Skills/Experience:

    1. Ability to develop apps for Android/iOS, Linux, and Windows

    2. Experience with GIS programming

    3. Knowledge of commercial and recreational marine fisheries issues.

    4. Personal skills in interacting with a broad variety of individuals and agency settings.

    5. Proficiency in Microsoft Office Suite.

    ADDITIONAL INFORMATION:

    The Southeast Area Monitoring and Assessment Program (SEAMAP) is a state/federal/university program for the collection, management and dissemination of fishery independent data and information in the southeastern United States. The overall program consists of three operational components: SEAMAP-Gulf of Mexico (begun in 1981); SEAMAP-South Atlantic (implemented in 1983); and SEAMAP-Caribbean (formed in 1988). The SEAMAP-Gulf component is coordinated through the Gulf States Marine Fisheries Commission (GSMFC). In the Gulf of Mexico, SEAMAP resource surveys include the Fall Shrimp/Groundfish Survey, Spring Plankton Survey, Reef Fish Survey, Summer Shrimp/Groundfish Survey, Fall Plankton Survey, Bottom Longline Survey, as well as plankton and environmental surveys.

    This position is organizationally within the GSMFC, is administratively supervised by the SEAMAP Coordinator and receives guidance and review from the FIN Program Coordinator and the SEAMAP Subcommittee, made up of representatives from the states and federal agencies in the Gulf of Mexico. This position is to maintain SEAMAP data and provide access to fishery independent databases through a web-based interface, and will be located in Ocean Springs, Mississippi at the GSMFC office. The GSMFC office is a nonsmoking facility.

    DUTIES:

    The SEAMAP Data Manager’s duties comprise general coordination activities, administration of access software and loading and verification of SEAMAP data as they are submitted to the GSMFC office.

    • Work with the SEAMAP Coordinator and the SEAMAP Subcommittee to assure quality control/quality assurance of the SEAMAP fishery independent data that are delivered to the SEAMAP Data Management System (DBMS). This would include error checking data submissions as well as error checking and updating historical SEAMAP data.
    • Provide constant communication between the GSMFC office and the state and federal partners to assure that delivery of data is received in the proper format and sent on a routine basis.
    • Provide administration and support to the access software for the SEAMAP DBMS.
    • Serve as the primary contact for questions from users accessing the SEAMAP DBMS.
    • Develop, run, and trouble shoot data load scripts and verify record counts of the SEAMAP data provided by SEAMAP partners.
    • Develop and maintain a SEAMAP DBMS web page.
    • Provide back up to the FIN Database Manager as needed.
    • Develop and maintain Oracle APEX applications.
    • Develop and maintain Oracle REST APIs.
    • Perform related duties as required and added as the SEAMAP Database Management System evolves.

    SUPERVISORY CONTROLS:

    This position is answerable to the GSMFC Executive Director for all aspects of work. The Executive Director provides a historical background of GSMFC programmatic activities and guidance for following all GSMFC policies.

    This position works under the administrative supervision of the SEAMAP Coordinator. This position’s work is supervised by the SEAMAP Coordinator for conformance with policies and standards set by the SEAMAP Subcommittee.

    Assignments are made in terms of broad general objectives established by the SEAMAP Coordinator, and/or the SEAMAP Subcommittee, project work statements, or personal work plans. After these have been established, the position proceeds independently, guided by experience and knowledge, with oversight from the SEAMAP Coordinator, and/or the SEAMAP Subcommittee.

    GUIDELINES:

    Guidelines include the GSMFC Personnel Handbook, grants and procurement policies, software and hardware guidelines and policies, software and technical manuals, and standards and policies developed by the GSMFC and the SEAMAP Subcommittee. The position is expected to show initiative in renovating or improving the existing methods for delivery and loading of data, and enhancing the communications among the GSMFC and program partners.

    COMPLEXITY:

    The position is complex in that it will address complex computer issues, coordinate a variety of individuals that are from a variety of backgrounds, work within settings of a variety of state and federal agencies and assist users in accessing the SEAMAP Database. The work requires both technical and personal interaction skills, and will require the ability to work with a large variety of people and provide support to users of the SEAMAP Database. This position requires a high attention to detail.

    SCOPE AND EFFECT:

    The position functions as an expert for SEAMAP in coordinating state/federal actions to deliver and load fishery independent data into the SEAMAP Database. The position will also provide computer expertise to SEAMAP to assure quality control.

    PHYSICAL DEMANDS:

    The work is sedentary and requires a great amount of patience and attention to detail. Work assignments are multiple and will be performed under strict time constraints. Work will be performed in an office setting and will require telephone, e-mail and, other electronic communications applications. Occasional travel, evening, or weekend work is necessary.

    WORK ENVIRONMENT:

    The work is performed in an office setting with other professionals along with support staff, directorate, and technical computer staff. Some travel will be required.

    Job Type: Full-time

    Pay: $55,000.00 - $75,000.00 per year
