Paralegal Manager manages and develops the paralegal team and the systems and processes utilized to conduct research and produce legal documents. Responsible for case management by assigning cases and monitoring progress to ensure timely completion. Being a Paralegal Manager validates and oversees the preparation of legal documents, such as briefs, pleadings, motions, appeals, wills, and contracts. Organizes documents into formal report and proofs for attorneys. Additionally, Paralegal Manager provides research and training support to the paralegals utilizing databases and legal libraries. Coordinates with attorneys on special requests or highly complex projects. Typically requires a bachelor's degree. Requires Paralegal Certification. Typically reports to a head of a unit/department. The Paralegal Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Paralegal Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Position Overview:

    Performs varied and responsible confidential general paralegal and administrative work and provides paraprofessional legal assistance to attorneys in the Corporation Counsel’s Office including but not limited to performing legal and factual research, interpreting statutes, Charter and Code of Ordinances; assisting in drafting advisory opinions and court documents such as pleadings, briefs and discovery; prepares records and exhibits on appeals; monitors cases including foreclosures and bankruptcies; notifies attorneys of court deadlines; prepares and reviews contract documents and agreements; interviews witnesses and clients and responding to requests made under the Freedom of Information Act. Duties also include drafting correspondence, answering telephones, processing mail, processing bills for payment and filing. The work requires that employee have good knowledge, skill and ability in basic legal processes, documents and forms, interviewing and office management related to paralegal responsibilities in the Corporation Counsel’s office.

    Works under the general supervision of the Assistant Corporation Counsel and /or the attorneys in the Corporation Counsel’s office.

    EXAMPLES OF ESSENTIAL DUTIES:

    Provides paraprofessional legal assistance to attorneys in the Corporation Counsel’s Office including but not limited to performing legal and factual research, interpreting statutes, Charter and Code of Ordinances; assisting in drafting advisory opinions and court documents such as pleadings, briefs and discovery; prepares records and exhibits on appeals; monitors cases including foreclosures and bankruptcies; notifies attorneys of court deadlines; prepares and review contract documents and agreements; interviews witnesses and clients and responding to requests made under the Freedom of Information Act.

    Must be familiar with both federal and state court procedures.

    Composes routine correspondence from marginal notes or verbal instructions.

    Answers telephone and directs callers, takes messages or answers procedural questions. Screens, greets, directs and announces visitors.

    Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

    Thorough knowledge of basic legal concepts and processes; thorough knowledge of legal terminology, and legal forms; thorough knowledge of legal research techniques; ability to read, understand and interpret laws and legal documents; ability to write and draft legal documents; familiarity with court procedures.

    Good knowledge of general office management principles, practices and equipment.

    Good computer skills in work processing.

    Good interviewing skills and proficiency in handling questions and complaints.

    Ability to communicate both orally and in writing; ability to handle several projects at one time and to prioritize and plan work accordingly; and ability to work independently.

    Considerable ability to follow oral and written instructions and to perform administrative procedures.

    Good ability to establish and maintain effective working relationships with coworkers, and the general public.

    MINIMUM QUALIFICATIONS REQUIRED:

    A certificate of completion of Paralegal Certificate Program from an accredited college or industry recognized organization including but not limited to the National Academy for Paralegal Studies, the American Alliance of Paralegals, or the National Association of Legal Assistants.

    An Associate’s Degree or Bachelor’s degree in Paralegal studies preferred plus three (3) years’ experience employed as a paralegal.

    In order to be considered for this position the candidate must have recent litigation and municipal experience with knowledge of Federal and State Court procedures required.

    At least one of the three years must have occurred within the past five years providing support services to an attorney practicing in the State of Connecticut.     SPECIAL REQUIREMENT: Paralegal Certificate required and an Associate’s Degree or Bachelor’s Degree in Paralegal studies preferred.

    PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

    THIS EXAMINATION WILL BE COMPOSED OF:

    Component - Weight

    Oral Interview - 100% or

    Written Exam - 100% or

    Experience & Training - 50% / Oral Interview - 50% or

    Experience & Training - 70% / Written Exam - 30%

    PASSING GRADE: The minimum passing grade is 70%.

    REASONABLE ACCOMMODATIONS: All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications.     DURATION OF EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.

    RULE OF FIVE PLUS THREE: The Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.

    PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.
