    This is a professional position reporting to the Board of Directors of Liberty Park Community Development Center. LPCDC is a 501(c)(3) and is affiliated with the Presbytery of the Inland Northwest.

    HOURS/WEEK:40 per week. 10.5 months per year (August-June 15th) Summer duties as needed.

    Salary: $38,640-$45,000

    Total Compensation Package: $46,225-$52,585

    POSITION SUMMARY:

    Liberty Park Community Development Center preschool program is funded through the state Early Child Education Assistance Program (ECEAP). The Director will oversee daily program operations, develop and manage the program budget, oversee personnel issues, and interact directly with program clients. The Director will provide administrative oversight to LPCDC’s Community Center.

    ESSENTIAL FUNCTIONS

    1. Provide overall operational leadership and management of the ECEAP program including staff supervision, board communications, and family services.

    2. Coordinate with the Department of Children, Youth and Families (DCYF), and Community Colleges of Spokane for continued ECEAP contract renewal and program support.

    3. Ensure compliance with ECEAP performance standards and child care licensing.

    4. Ensure the effective implementation of the CACFP food program both at the Early Learning Center and the Community Center.

    5. Coordinate personnel functions according to policies and procedures to include training, performance evaluations, disciplinary actions and record keeping.

    6. Develop and administer annual operating plans, policies, and budgets for the ECEAP program.

    7. Assure that all operating policies, procedures, and directives are in place to ensure the security, protection, and education of the children and staff.

    8. Lead and manage diverse teams, including talent selection, leadership development, coaching, supervision and training.

    9. Responsible for developing and overseeing day-to-day operational activities and monitoring to resolve any issues that may arise.

    10. Coordinate maintenance and repair of operational systems in the building to be in compliance with all child care licensing, and fire and safety standards.

    11. Manage the Early Learning Center facility and capital improvements.

    12. Manage all marketing campaigns and communications efforts with prospective families and recipients of services.

    13. Cultivate strong partnerships with non-profit organizations, area faith-based organizations and service organizations for enhanced delivery of programs and services.

    14. Coordinate with area universities and colleges to provide service-learning opportunities for their students at the Early Learning Center.

    15. Provide leadership and support to staff around teaching strategies and family support.

    16. Stay informed of state and laws and trends affecting ECEAP operation, policies and procedures. Attend meetings, workshops and conferences as necessary to stay abreast of trends in early learning and development, including licensing requirements.

    17. Review and approve bank deposits, check request forms for payment of bills, check signing, transfer of checks between the several bank accounts, credit cards, review and approve payroll bimonthly.

    18. Provide effective conflict resolution to resolve grievances with ECEAP recipients.

    19. Maintain positive relationships with children, parents and staff.

    20. Submit regular reports to the contractor, board of directors, etc.

    21. Attend required monthly ECEAP Directors’ meetings.

    22. Write effective grant proposals that communicate the organization's objectives, impact, and financial needs. Responsible for maintaining grant reporting requirements to track progress and deadlines.

    23. Prepare an annual school calendar.

    24. Coordinate and facilitate the onboarding process for new hires, prepare necessary documentation, including employment contracts, orientation materials, benefits enrollment forms, familiarize new employees with company policies, procedures, and culture.

    25. Address employee performance issues and implement corrective actions as necessary.

    26. Assure compliance with Washington state employment laws.

    27. Provide ongoing administrative oversight for the Liberty Park Community Center.

    POSITION QUALIFICATIONS:

    Bachelor’s degree in Early Childhood Education, Social Sciences or related. Master’s degree in education, leadership, administration, or social work preferred. Must have an ECE state certificate or at least 45 college credits in ECE or be willing to obtain.

    • At least 3 years of ECEAP, Head Start, or Early Head Start experience.
    • At least 6 months of experience in management or administration.
    • Knowledge of program operations, quality assurance and continuous quality improvement and data management.
    • Strong administrative skills.
    • Strong conflict resolution skills.
    • Strong writing, editing, proofreading and research skills.
    • Proficiency in Microsoft Software (Word, Excel, PowerPoint).
    • Proficiency in Website development and maintenance.
    • Proficiency in Google Workspace, Canva, Teams.
    • Ability to track and monitor all aspects of grant funding.
    • Ability to prioritize and multitask.
    • Ability to work with the board of directors and program staff to ensure completion of tasks and adherence to guidelines.
    • Excellent written and verbal skills.
