    The Technical Training and Development Team is looking to hire a Certification Officer. This new position will be part of a new team that is transitioning the Operations Certification function from Rail to stand-up a new, and separated, centralized function for certification.

    This position sits within Safety and Certification, which is one of five verticals under Technical Training and Development. This vertical ensures oversight and management of timely required operational certification, provides foundational rules-based training such as Roadway Worker Protection, and provides safety training.

    The Certification Officer certifies/recertifies personnel in railcar operations, station operations, interlocking, utility, terminal operations, rail car maintenance road mechanics, rail supervisors, and/or additional operations areas as guided by the Manager, Operations Certification. The Certification Officer is responsible for following standard operating rules, procedures, and performance standards to test and evaluate new and continuing operations personnel.

    The Certification Officer collaborates with all Planning & Performance, Operations, Infrastructure, and Safety & Readiness management and personnel to effectively and efficiently implement the Operations Certification Program to meet strategic, operational, and safety requirements.

    MINIMUM QUALIFICATIONS

    Education
    • Graduation from an accredited college or university with a Bachelor's degree in transportation, business management or a related field.
    o In lieu of a Bachelor’s degree, a high school diploma and four (4) years progressively responsible experience in rail operations, rail systems and/or other transportation systems or analysis may be considered.
    Experience
    • A minimum of five (5) years of experience as a Rail Transportation Supervisor, Control Center Supervisor, Interlocking Operator, Mechanic (journeyman), or an equivalent function, including:
    • A minimum of four (4) years of progressively responsible experience in transportation systems and support, personnel inspection, testing, or evaluation experience

    Certification/Licensure

    WMATA Train Operator certification at the time of placement
    • Certification in the following areas within six (6) months of hire:
    o WMATA Station Manager certification
    o WMATA Interlocking Operator certification
    o WMATA Supervisor certification
    o WMATA Terminal certification
    o WMATA 7000 series train refresher training (successful completion).
    o Roadway Worker Protection Level 4 is required
    Preferred
    • Extensive knowledge of Railcar operations, systems, subsystems; interlocking operations, systems, and subsystems; station operations, systems, and subsystems

    SUMMARY

    The Certification Officer certifies/recertifies personnel in railcar operations, rail traffic control operations, station operations, interlocking, terminal operations, and/or additional operations areas as guided by the Manager, Operations Certification. The Certification Officer is responsible for following standard operating rules, procedures, and performance standards to test and evaluate new and continuing operations personnel.
    The Certification Officer collaborates with all Planning & Performance, Operations, Infrastructure, and Safety & Readiness management and personnel to effectively and efficiently implement the Operations Certification Program to meet strategic, operational, and safety requirements.

    ESSENTIAL FUNCTIONS
    • Certifies/Recertifies all operational positions to include Train Operators, Station Managers,Interlocking Operators, Rail Supervisors, Terminal Supervisors, Rail Operations QualityTraining (ROQT) Training Instructors, Central Control Supervisors, Car Maintenance RoadMechanics, and/or additional operations personnel as defined by the Manager, OperationsCertification.
    • Proctors all written and practical examinations associated with all operations certifications/re-certifications, to ensure accurate and timely completion of all applicable documents, document submission / storage policies, and forwarding and follow-up of all corrective actions to appropriate parties.
    • Consistently executes procedural documents to ensure the fair and equitable measurement of employee performance resulting in certified staff who have demonstrated comprehensive skills to perform their job in a safe manner.
    • Supports the development and implements compliance programs for railcar operations, station operations, rail central control operations, rail training, and/or additional operations personnel as defined by the Manager, Operations Certification, to ensure system safety and quality of service for WMATA customers and employees.
    • Recommends corrective actions to alleviate any observed substandard performance. Ensures timely communication and documentation of all identified risks to safety and agency goals.
    o Produces accurate, consistent, measurable, and reportable results in a transparent and timely manner.
    o Provides efficient communication to Manager Operations Certification or designee for any personnel not passing certification exams to ensure they scheduled for training, re-testing, and/or other actions as established in the relevant standard operating procedure or performance standard.
    o Self-reports to testing locations according to schedule provided by Manager Operations Certification or designee.
