    General description

    Join the Opioid Abatement Fund Council (OBAFC) team as the Director of OBAFC. Work involves establishing goals and objectives for more than one business function; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the office’s programs; developing and evaluating budget requests; and monitoring budget expenditures, including grants and contracts. Acts as the agency’s subject matter expert on opioid abatement policy in the state. Plans, assigns, and supervises the work of others.     Qualifications


    Minimum Qualifications

    • Graduation from an accredited college or university with a bachelor’s degree.
    • Three (3) years of experience in managing direct reports.
    • Six (6) years of full-time experience performing project research and planning, data analysis and/or policy development relating to general government or non-profit programs, initiatives, and measures.

    Preferred Qualifications

    • Bachelor’s degree in public administration, government, public policy, business, science or related field.
    • Experience demonstrating in-depth knowledge of the principles and practices related to opioid abatement programs.
    • Experience interacting with and assisting local governments and other state agencies in complying with state government mandates and initiatives related to financial reporting.
    • Experience managing federal or state grant programs, including required financial and programmatic reporting.
    • Experience communicating effectively with internal and external stakeholders.
    • Experience presenting data, research methodologies and conclusions to diverse audiences.
    • Experience identifying and implementing process improvements.

    LICENSES / CERTIFICATIONS

    Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment


    In this role you will:

    • Plans, coordinates, conducts, and implements the opioid abatement strategy and projects aimed to support that strategy.
    • Develops and documents plans, policies, and procedures for council approved projects.
    • Reports actual project progress compared with planned progress to determine trends and variances.
    • Reviews and evaluates the impact of proposed federal and state laws on program objectives.
    • Reviews and organizes project timeline and resources.
    • Manages day-to-day activities of staff, the allocation of resources to achieve timely deliverables and goals, and monitors the effectiveness of the staffing allocation.
    • Oversees grant management process by developing sustainable and effective grants programs.
    • Documents payments, optimizes the grant administration process, prepares progress reports, ensures compliance with grant regulations, reviews grant proposals, manages grant databases, engages with donor agencies, educates staff on policies, and prepares financial reports.
    • Conducts outreach and educational campaigns to highlight funding opportunities.
    • Oversees the implementation of changes resulting from new legislation.
    • Reviews data, legislation, regulations, and policies to determine impact. Evaluates findings relative to specific projects.
    • Monitors consultant contracts. Provides input to and prepares correspondence, speeches, articles, press releases, reports, etc.
    • Delivers presentations to outside groups and individuals.
    • Testifies at hearings and legislative meetings.
    • Drafts and reviews legislation.
    • Drafts fiscal notes and determines administrative costs for pending legislation, as requested by management.
    • Monitors legislative hearings of interest as appropriate.
