Director of Employee and Labor Relations - Concord, CA

  • Planned Parenthood Northern California (PPNorCal) is seeking a Director of Employee and Labor Relations for our Concord Administrative Office. The position is full-time, 40 hours per week. PPNorCal provides a comprehensive benefits package including 100% employer paid medical insurance for the employee, 50% employer paid medical insurance for dependent children, dental and vision coverage, employer paid life and long-term disability insurance, 15 days of paid time off to start, 10 paid holidays, and a 403(b) retirement plan with up to 4% employer match after 12 months of service.

    SUMMARY
    The Director of Employee and Labor Relations at Planned Parenthood Northern California (PPNorCal) collaborates with the Vice President of Human Resources to lead the delivery of the full suite of Employee and Labor Relations (ELR) functions. This role involves planning and managing PPNorCal’s ELR programs in support of strategic initiatives. This role provides guidance to leadership, directors, and department managers regarding all employee and labor relation matters. Ensures compliance with collective bargaining agreements (CBA), employment and labor laws, National Relations Labor Board (NLRB), and policies.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    include the following. Other duties may be assigned.
    • Oversee all aspects of employee labor relations with at least 10 years of relevant management level experience.
    • Maintain high performance standards in employee-management relations and handle employee inquiries.
    • Ensure job descriptions are accurate and compliant with the CBA.
    • Ensure the organization’s performance management process remains in compliance with the current CBA for all collective bargaining unit members.
    • Collaborate with the clinical operations team to ensure compliance with relevant regulations and standards regarding members of the collective bargaining unit.
    • In collaboration with VP of Human Resources, provides strategic direction for compliance with CBA across HR programs.
    • Evaluate contracts and agreements for compliance with regulations and contractual terms.
    • Administer labor agreements to foster positive relationships with labor unions.
    • Offer guidance and policy interpretation to managers on employee and labor relations matters.
    • Represent PPNorCal before state and federal boards, mediators, and arbitrators.
    • Lead grievance and arbitration processes and develop programs to improve morale and participation.
    • Resolves disputes, grievances, own complaints that come through Compliance Dept.
    • Collaborates with Senior HR partners on employee misconduct and policy violations/conflict resolution for all bargaining unit employees.
    • Leads, tracks labor agreements, contracts including SOP’s, guidelines.
    • Partner with HR on all internal investigations, written and verbal performance actions, PIP included and advise on investigatory meetings related to potential discipline.
    • Partner with HR on all collective bargaining terms, layoffs, voluntary and involuntary
    • Partner with Sr. Benefits Administrator on any changes to employer benefits and 403(b)
    • Champion diversity, equity, and inclusion initiatives.
    • Responsible for all updates as it relates to bargaining unit certifications, petitions, and posting notices within the required contractual timeline.
    Additional Responsibilities:
    • Collaborate with senior management on short-and long-term employee relations planning.
    • Provide information on labor legislation and market conditions for contract reviews.
    • Develop and implement employee relations policies to enhance operations and communications.
    • Performs other related duties as assigned.
    SUPERVISORY RESPONSIBILITIES
    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE
    Bachelor’s degree (B.A.) or equivalent in human resources management or business-related field preferred; (10) seven years of progressively responsible human resources management and employee-labor relations experience or an equivalent combination of education and experience.

    LANGUAGE SKILLS
    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, training outlines, needs assessments, operational manuals policies, and procedures. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS
    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    REASONING ABILITY
    Ability to define and articulate problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    CERTIFICATES, LICENSES, REGISTRATIONS
    • CA Labor Relations Certification: Required or completed within 1 year from start of employment.
    • SPHR certification preferred.
    • Must have reliable automobile transportation and a valid California Driver's License and insurance.
    OTHER SKILLS, ABILITIES, QUALIFICATIONS

    • Extensive knowledge of state and federal labor laws and regulations, with exposure to a broad range of HR functions (compensation, leaves, benefits, workers’ compensation, employee relations, and training).

    • Strong communication (verbal and written), decision-making, interpersonal, conflict resolution, and time management skills including active listening and assessing.

    Pay Range:
    Planned Parenthood Northern California (PPNorCal) supports California’s new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The pay range for this position is: $133,000 - $165,000 per year.
