Patient Representative acts as a liaison between patients, families, and the healthcare organization to support patient-centric care delivery. Communicates patients' questions, concerns, and issues to appropriate staff members, follows up, and facilitates solutions as needed. Being a Patient Representative explains policies, procedures, rights, and applicable regulations to patients and provides informational resources about available services. Working with multi-disciplinary teams may make recommendations for improvements to the patient experience. Additionally, Patient Representative may participate in discharge processes or administer patient satisfaction surveys. Follows all applicable regulations regarding patient information privacy policies. Requires a high school diploma. Typically reports to a supervisor. The Patient Representative works independently within established procedures associated with the specific job function. Has gained proficiency in multiple competencies relevant to the job.     The Program Data Analyst is a dynamic, multi-faceted role that supports analytics for the Oregon Patient Safety Commission (OPSC). This new role will play an important part in the high-performing team we’re growing to help build a culture of patient safety for all Oregonians.
    A note about our data: OPSC’s programs are voluntary, non-punitive, and confidential. This makes the analysis of our data a little different than typical health services data analysis. Our data is primarily qualitative and narrative but does include some quantitative, categorical data.
    OPSC is a semi-independent state agency with a mission to: 1) reduce the risk of serious adverse events occurring in Oregon’s healthcare system, and 2) encourage a culture of patient safety. OSPC operates two statewide programs, the Patient Safety Reporting Program (PSRP) and Early Discussion and Resolution (EDR). These programs offer a constructive space for healthcare facilities, providers, and patients to build a culture of safer care. OPSC's semi-independent status gives the organization access to resources while allowing the organization to approach the work from a nimble, innovative standpoint.     This position will:
    • Perform ongoing data quality evaluation and data systems maintenance for both OPSC programs: EDR and PSRP
    • Coordinate ongoing data systems changes and improvements.
    • Support agency data governance activities.
    • Prepare and analyze data to support routine program activities.
    • Prepare primarily qualitative analyses (including both data and narrative analyses) for mandated annual program reports.
    • Prepare standard program analytic reports for OPSC’s Board and Task Force.
    • Identify and implement data strategies and provide ongoing support for reporting and communication needs.

    What We Are Looking For
    Minimum Qualifications:
    • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work. OR;
    • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
    Desired Attributes:
    • Experience with computer systems and software typical to the analysis and reporting of data, including: advanced Microsoft Excel skills, intermediate Microsoft Power Query skills, intermediate SQL skills, and computerized query and reporting tools.
    • Skill in administrative procedures and systems such as record keeping and document management.
    • Experience with qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
    • Familiarity with healthcare data, such as federal and state healthcare data sources (for example, HCAHPS [Hospital Consumer Assessment of Healthcare Providers and Systems], and Oregon’s All-Payer All-Claims Database)
    • Experience producing data visualizations.
    • Skill in analyzing data using basic statistical techniques, gathering data from primary and secondary sources, and analyzing and interpreting data.
    • Experience writing effective analytic narratives to describe findings to a variety of audiences.
