POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
The Risk Management/HSET (Health, Safety, Environmental, and Training) team is part of the Company’s Legal staff, and under the general direction of the VP of Risk Management/HSET. The HSET Safety Specialist reports to the Manager of HSET. Must demonstrate excellent organizational, technical, and communication skills, have experience drafting policy and procedure documents, and be able to work in an environment that requires close attention to detail.
The successful candidate shall provide competent technical and administrative support for the Company’s DOT and HSET programs, shall assist the HSET team in the mitigation of operational and hazard risk, assist in writing safety plans and technical materials as assigned, shall administer the company’s DOT compliance program, and communicate DOT and other safety regulations and standards as required. This will involve interaction and proactive communication at all levels of the company. The successful candidate must demonstrate technical understanding of DOT, FMCSA, and HSET-related regulations.
- Assist with DOT and HSET technical writing projects including, but not limited to, policies, program manuals, newsletters, and training materials
- Implement requirements for Authorized Drivers under the company’s Motor Vehicle Operations and DOT Compliance Program, including annual verification of drivers’ licenses, motor vehicle records checks with DMV, driver training, and providing guidance to site supervisors regarding requirements.
- Assist in the creation of training or informational materials that aid in keeping Authorized Drivers informed and aware of changes and updates in regulation and other applicable requirements as needed.
- Implement and maintain driver compliance and driver safety training programs and related records. Maintain all federal, state, local and FMCSA regulatory compliance filings. Process and maintain all drivers’ records in compliance with federal and state regulations.
- Maintain open communication with all stakeholders to continually advance the company’s safety culture through participation in safety committee meetings, conference calls, manager meetings, newsletters, improved signage and visuals, and other methods and materials that support a strong safety culture.
- Periodically review field site training and other DOT and HSET related items for compliance. Assist and train site safety and operations staff on DOT requirements as assigned, including accident/incident prevention, and risk/hazard assessment techniques designed to reduce hazard and liability risk.
- Research DOT and HSET-related information and write/edit safety narratives for proposals, reports, presentations, and training in clear, simple, and grammatically-correct language.
- Proactively communicate DOT and HSET regulatory program compliance requirements. Assist with interpretation as needed.
Other Duties/Responsibilities:
- Design, develop, and implement DOT and HSET-related reports, summaries, audits, newsletters, and HSET programs.
- Collaborate with HSET staff and stakeholders to assist in the creation and update or Activity Hazard (or Job Hazard) Analyses (AHAs) to reduce potential employee hazard risk and to prevent incidents, injuries, and legal liability.
- Effectively communicate with Risk/HSET team members and job site management to ensure all DOT regulatory requirements are being met and DOT-related training objectives are achieved.
- Participate in Accident/Incident Investigations and work closely with stakeholders to identify incident root causes and methods to prevent reoccurrence.
- Encourage open communication for assigned projects to further improve the company’s safety culture.
- Provide inputs to support and improve new project and safety start-up checklists as assigned.
- Perform assigned HSET-regulatory (DOT, OSHA, EPA, CDC, etc.) research as assigned.
- Perform other duties as assigned.
