Additionally, Payment Recovery Specialist requires a bachelor's degree in area of specialty. Typically reports to a supervisor or manager. To be a Payment Recovery Specialist typically requires 4 to 7 years of related experience. Contributes to moderately complex aspects of a project.     MITIGATION & RECOVERY SPECIALIST

    This Emergency Management (EM) position is responsible for identifying Mitigation and Recovery opportunities within Indian River County’s (IRC) communities and government infrastructure.  This position shall serve as a subject matter expert for the Local Mitigation Strategy (LMS) Workgroup during mitigation grant periods and shall facilitate broad recovery efforts in post-disaster environments. This is a highly professional position working under the direction of the Emergency Management Coordinator.

     

    • Apply critical thinking and problem-solving skills (independently and in team settings) under adverse or stressful conditions.

    • Organize or assist with IRC's Threat and Hazard Identification and Risk Assessments (THIRA).

    • Maintain, update, and manage the IRC Unified LMS Strategy Plan.

    • Maintain the LMS membership roster.

    • Maintain the LMS Project Prioritization List.

    • Participate in LMS workgroup meetings and complete post-meeting minutes. 

    • Participate in Regional LMS projects and meetings. 

    • Manage the LMS Annual Compliance process.

    • Attend mitigation workshops, training, and professional workgroups.

    • Attend Emergency Management conferences and seek further education and certifications. 

    • Review and disseminate all Notice of Funding Opportunities.

    • Review and disseminate all legislative updates regarding mitigation topics.

    • Maintain open communication between the Florida Division of Emergency Management (FDEM) with LMS partners.

    • Facilitate IRC Recovery efforts in post-disaster environment.

    • Manage and maintain IRC's Post-Disaster Recovery Plan.

    • Conduct response and damage assessments after disasters.

    • Conduct response and damage assessments with FEMA, FDEM and IRC communities.

    • Participate in the FEMA Individual Assistance process with IRC communities.

    • Assist with establishing Disaster Recovery Centers.

    • Participate in FEMA's Public Assistance process with IRC Governments and non-profit organizations.

    • Assist the US Small Business Administration with local projects and initiatives. 

    • Participate and speak at numerous public outreach events, which sometimes occur during evening hours or weekends.

    • Respond on short notice to significant incidents.

    • Be prepared to work away from home (including possible deployment through the Statewide Mutual Aid Agreement) for pro-longed time periods during disasters or events.

    • Work closely with the FDEM Regional Recovery Coordinator, and FEMA liaisons. 

    • Safely operate County owned vehicles during approved travel.

    • Assist with social media notifications and public alerts.

    • Assist the Radiological Emergency Preparedness Analyst as needed.

    • Perform other duties as required. 

     

    Education and Experience: 

    Graduation from an accredited college or university with a bachelor’s degree in emergency management, public administration, social science, or a closely related field is preferred. 

     An equivalent combination of formal education and working experience may also be considered.

     

    Licenses, Certifications or Registrations:


    • Valid Florida Driver's License.
    • Candidates must possess a FEMA Professional Development Series certificate at the time of application.
    • Florida Professional (FPEM) or Florida Associate (FAEM) Emergency Manager and/or national Certified Emergency Manager (CEM) certifications are desired.
    • Completion of FDEM’s Public Assistance Course Series (FL-603, 608, and 609) is desired.
    • Candidates must pass a criminal background check.  

     Knowledge, Abilities and Skills:

     

    Ability to problem solve using critical thinking and analysis.  

    Ability to learn, recognize, define, and recommend remedial procedures related to mitigation and recovery functions.  

    Ability to learn county, state, and federal procedures, which includes rules, regulations, and laws related to all phases of emergency management mitigation and recovery functions.  

    Ability to independently prepare comprehensive, concise, and timely written reports on plan review findings.  

    Ability to prepare and make public safety speaking presentations. 

    Ability to effectively read and professionally communicate both orally and in writing.  

    Knowledge of basic office policies, programs, and procedures. 

    Knowledge and practice of organizational and time management skills.  

    Ability to cultivate and foster professional relationships with individuals and partners. 

    Ability to effectively interact and establish working relationships with government staff and the public. Ability to work in a teamwork setting under stressful circumstances when the Emergency Operations Center is activated for disasters, events, or exercises.  

    Must be willing to work away from home for pro-longed periods during disasters or emergency events.  


    Mitigation: 

    The candidate should have a thorough knowledge of LMS planning and workgroup processes.  

    The candidate should also understand BRIC, FMA, HMGP, and PDM, as well as all other mitigation funding opportunities.

     

    Recovery: 

    The candidate should have a thorough knowledge of FEMA’s Public Assistance (PA) and Individual Assistance (IA) programs, which include all categories and types.  

    Candidate shall be the lead EM member to coordinate Disaster Recovery Centers within IRC after a disaster.  

    The candidate must be able to communicate and write in a clear-concise manner, which shall include public speaking.  

    The candidate should have a working knowledge of Microsoft Word, PowerPoint, Excel, and other common computer programs.  

    The candidate will maintain and establish professional working relationships with other employees, IRC residents, as well as local, federal, and state partners.
