Payroll Administrator is responsible for the accurate preparation, documentation, distribution and reconciliation of payroll and the administration of the payroll system. Reviews the computation of pay and associated deductions for accuracy. Being a Payroll Administrator maintains up-to-date knowledge of city, state, provincial, local, and federal legislation affecting payroll; understands and follows applicable provisions. Prepares required tax filings and other reporting. Additionally, Payroll Administrator may coordinate payroll processing with an outside service provider. Responds to and resolves any inquiries regarding paychecks or payroll reporting. Ensures payroll issues are escalated and resolved promptly. May require an associate degree or equivalent. Typically reports to a manager or head of a unit/department. The Payroll Administrator work is closely managed. Works on projects/matters of limited complexity in a support role.     SUMMARY DESCRIPTION:
    Provides support to the payroll department and ensures the timely and accurate processing of payroll records by performing the following duties:

    SUPERVISION:
    Reports to: Accounting Manager, Chief Financial Officer

    ESSENTIAL JOB FUNCTIONS:
    • Assist employees with payroll and payroll tax questions.
    • Maintain all payroll files.
    • Input all new employees into the payroll software (Netchex) and maintain any changes.• Ensure weekly that all employee time cards and time off requests are approved in payroll software.
    • Prepare semi-monthly office payroll and boat payroll for 700 employees.
    • Perform certain checks and balances after payroll is uploaded.
    • Handle general payroll data entry.
    • Prepare journal entries at month end to move salaries from Blessey Marine Services to affiliate companies.
    • Maintain payroll deduction variance report and recoup unpaid deductions on future payrolls.
    • Balance certain Payroll/Benefit Accounts on a monthly basis to the general ledger and at year end, assist in writing off overage/underage(s).
    • Track all 401(k) and other insurance changes.
    • Reconcile 401(k) contributions and loans to general ledger on a monthly basis.
    • Prepare 401(k) Reconciliation Report at year end for auditors.
    • Maintain records on maintenance/light duty payments.
    • Handle verification of employment from Banks/Financial Lending Institutions.
    • Monthly report to Louisiana Workforce Commission & Labor Statistics.
    • Prepare Workman’s Compensation Audit Reports for Louisiana, Texas, & Montana.
    • Perform various clerical duties once office and boat payrolls are completed.
    • Handle child support garnishments and various government wage garnishments.
    • Keep up to date with any updated payroll software and any changes that need to be approved/tested.
    • Manage consistent communications with developers throughout the life of a project, ensuring ongoing awareness of project progress, managing expectation and addressing related concerns.
    • Troubleshoot a wide range of project-related issues and problems, recommending solutions and taking action to ensure that roadblocks are cleared and project remains on schedule.
    • Prepare purchase orders for payroll forms and any miscellaneous items that may need to be serviced.

    QUALIFICATIONS
    • Must be able to read, write and speak clearly in the English language.
    • High School diploma or GED required; College preferred
    • Minimum Five (5) years of Payroll experience. Experience in Netchex a plus.
    • Experience with payroll accounting.
    • Knowledge of payroll policies to ensure accuracy of payments to employees.
    • Knowledge of federal and state payroll laws and filing requirements to assist in the preparation of required filings.
    • Proficiency in or knowledge of a variety of computer software applications, including but not limited to Excel and Microsoft Word software.
    • High level of interpersonal skills to handle sensitive and confidential situations and documentation.
    • Knowledge of office administration procedures.
    • Ability to operate most standard office equipment.
    • Attention to detail in composing, typing, and proofing materials, establishing priorities and meeting deadlines.
    • Proficient spelling, grammar, and written communication skills.
    • Excellent telephone and oral communication skills.
    • Ability to maintain a high level of confidentiality.

    LANGUAGE SKILLS
    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS
    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    REASONING ABILITY
    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
