The State of New Hampshire, Department of Safety, Division of Administration, Human Resources Management Bureau has a full-time vacancy for Payroll Clerk, which has a 37.5 hour work week and is non-exempt.
SCOPE OF WORK: To review, maintain and process all payroll transactions and related benefits to ensure all payroll transactions are correct for bi-weekly check processing for the Department of Safety.
ACCOUNTABILITIES:
Processes agency payroll and coordinates associated procedures for seasonal, nonclassified, part-time and full-time paid employees utilizing a variety of pay and schedule codes; ensures compliance with rules, collective bargaining agreements, federal, and state employment rules and regulations.
Processes and reviews personnel transactions such as new hires, re-hires, termination, unpaid leave, retirements, lateral transfers, dues, garnishments, stipends, direct deposit, federal tax forms and other pay related items. Files documentation appropriately in the personnel records.
Utilizes NH FIRST and payroll software to calculate and prepare agency payroll to guarantee all employees receive timely and accurate biweekly paychecks; ensures the resolution of issues and discrepancies through auditing of data and information prior to the bi-weekly processing of payroll. Compiles and presents various payroll, employee status, and position information reports for administrative and supervisor review.
Audits and verifies employee timecards and reports for accuracy of time records and monitors submission of authorized time records for all employees. Communicates with employees and/or supervisors when errors or missing data is identified and provides training to supervisors and employees as necessary.
Calculates and processes payouts for terminated, retired, and transferred employees and prepares and process hours worked for PAYAN, increments and retroactive pay. Receives and responds to verification of employment request from financial institutions.
Communicates with the Division of Personnel, Bureau of Accounting and Division of Enterprise Applications Management on a variety of issues including Workforce Management setup, unique payroll reporting needs, wage schedule application, and collective bargaining agreement interpretation. Coordinates with Human Resource staff to ensure accurate processing of FMLA, Workers Compensation, Military Leave, unpaid leave, and other processes impacting payroll.
Manages payroll operations in the absence of Administrator to ensure accurate processing, resolution of agency-wide issues, and bi-weekly payroll time-frames are met. Prepares stop-payment requests on incorrect and improperly processed checks as required and manual checks when necessary.
Assists agency employees in answering payroll, leave and new hire inquiries and makes recommendations to Bureau management on improvements to operations and workflow. Utilizes and maintains SharePoint trackers and spreadsheets and creates/runs and analyzes various reports when necessary.
MINIMUM QUALIFICATIONS:

1.5 Years of additional relevant experience = Associate's Degree
3 Years of additional relevant experience = Bachelor's Degree
4.5 Years additional relevant experience = Master's Degree
Education: Associate's degree from a recognized college with a major in business administration, accounting, human resources or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years' experience in human resources, auditing, business or accounting with at least two years in a payroll section. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
PREFERRED QUALIFICATIONS: Experience with NH FIRST.
SPECIAL REQUIREMENTS:
Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
