Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Payroll Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • ROLE AND PURPOSE

    • Plan, organize, manage, and administer the District's payroll department; coordinate and direct complex and specialized tasks related to district-wide payroll operations; assure compliance with all federal, state, county and district laws, policies and requirements; train, supervise, and evaluate job performance of assigned staff. Oversee all aspects of the payroll process.

    QUALIFICATIONS:

    Minimum Education/Certification:

    • Bachelor's degree in business, accounting, finance, or related field from an accredited institution or eight years of payroll experience
    • Three years of supervisor experience
    • Texas Association of School Business Officials certification preferred

    Minimum Experience:

    • Four years' experience as director of payroll in a Texas public school district or equivalent experience
    • Demonstrated understanding and knowledge of payroll procedures
    • Demonstrated ability to work effectively in cooperation with district staff

    SPECIAL KNOWLEDGE AND SKILLS:

    • Knowledge of Federal, state, and local statutes, county and district policies, codes, regulations and laws
    • Knowledge of rules, regulations, policies and reporting requirements and procedures related to payroll processing, with specific knowledge of payroll requirements for a Texas public school district preferred
    • Knowledge of principles and practices of complex payroll, financial and human resources computer systems, including integrated software for employee benefits, preferably in a school district environment
    • Knowledge of payroll budgeting procedures and techniques
    • Knowledge of principles and practices of business administration, organization, planning and personnel management, supervision, and training
    • Ability to use software to develop spreadsheets and perform data analysis
    • Ability to understand, interpret, explain, and apply complex technical and legal written laws, rules, policies and regulations as they apply to federal and state payroll requirements, Workers' Compensation and insurance programs, various federal and state retirement plans, county and district/union employment contracts
    • Ability to develop and evaluate innovative payroll practices that promote efficiency of operations
    • Excellent communication, problem-solving and conflict resolution skills

    MAJOR RESPONSIBILITIES AND DUTIES:

    • Develop, analyze and make available payroll information required to evaluate the financial aspects of the educational process.
    • Furnish management and administrators with the payroll information necessary to manage the district's finances and staffing requirements.
    • Apply excellent public relations skills when working with school and other District personnel.
    • Maintain a high level of integrity and service at all times.
    • Oversee training of school and other District personnel regarding school business and payroll management, practices and procedures.
    • Plan, organize, and direct payroll activities while ensuring confidentiality
    • Maintain strict payroll controls, schedules, and timelines
    • Review, evaluate, and recommend improvements and modifications to payroll methods and procedures
    • Develop, implement, maintain, and resolve procedural matters relative to human resources, accounting, risk insurance and other departments
    • Provide technical recommendations and information to District administration regarding policies and procedures related to employee payroll/benefit policies
    • Reconcile and prepare annual W-2's
    • Review and process all reduction in salaries regarding deferred compensation, tax sheltered annuities, and retirement plans
    • Develop, prepare, and maintain payroll policies, procedures and reference manuals for staff training
    • Serve as liaison with other departments and representatives of government agencies, financial institutions, county offices, and retirement systems to coordinate activities and resolve issues
    • Assure compliance with federal, state, county, and district laws, rules, and regulations
    • Provide direction and training to support staff regarding policies and procedures relating to payroll and benefit processing
    • Assist and monitor budget projections and control expenditures for the Payroll Department
    • Conduct training of new employees throughout the district regarding payroll issues
    • Provide information, schedules, and assistance to the external auditors in completing the annual audit
    • Attend and participate in district, state, and national activities that address policies and improvements in payroll systems.
    • Attend and provide valuable input at Board of Trustee meetings, as required.
    • Conduct payroll training sessions to campus administration and department directors.
    • Request input from schools and departments regarding improvements to the payroll processes and procedures.
    • Direct and assist payroll staff with payroll operation throughout the fiscal year.
    • Supervise and evaluate the performance of assigned staff.
    • Define, develop, review, and revise job descriptions for the Payroll department, as needed.
    • Develop training options and/or improvement plans in the development of staff to ensure the best operation of the department. Formulate an annual professional development plan for assigned staff.
    • Attend the monthly Financial Services Staff meeting, and conduct staff meetings with the Payroll department.
    • Participate in membership and attend local, state and national meetings, as necessary to obtain current information relative to the department operations.
    • Formulate, with the Executive Director of Financial Services, an annual professional development plan.
    • Observe professional and ethical standards in accordance with Board policy, generally accepted community standards and the Texas Education Agency code of ethics.
    • Use information and insights provided through assessment instruments, district appraisal process, evaluative feedback from supervisors, and professional development programs to improve performance.
    • Encourage staff members to participate in professional growth activities.
    • Occasional overnight travel is required.
    • Perform other duties as assigned by law, the Chief Financial Officer and/or Executive Director of Financial Services or as may be necessary for job efficiency and effectiveness

    SUPERVISORY RESPONSIBILITIES:
