Primary Purpose:
Manage the planning and administration of the district’s payroll functions. Implement strategies to improve efficiencies and align with District go.
Education / Experience Requirements:
- Bachelor’s Degree from an accredited college or university
- 5 years of experience with School District, Finance, HR or related field is preferred
- Prior supervisory experience
Special Knowledge / Skills:
- Knowledge of Texas Education Agency account code structure
- Knowledge of computer software programs and systems
- Knowledge of Teacher Retirement System rules and regulations
- Knowledge of state and federal payroll, withholding rules and regulations
- Knowledge of FLSA payroll rules, FMLA regulations
- Knowledge of District payroll rules and regulations
- Knowledge of acceptable supervisory practices
- Experience in leading efforts to design, implement, measure and improve programs and services
- Experience in implementing and maintaining software systems
- Experience in identifying and resolving problems
- Effective communication and interpersonal skills.
- Must be able to maintain strict confidentiality of payroll and personnel information.
Management of Administrative & Fiscal Functions:
- Plan, direct and evaluate the operational, financial and personnel activities of the payroll functions/units, provide administrative leadership and supervision for assigned units.
- Work with Finance and Human Resources to create forecasting budget payroll for the District.
- Analyze Payroll Budgets and expenditures throughout the year.
- Ensure preparation and transmission of a variety of monthly, quarterly and annual reports; make payments to governmental units; balance or supervise balancing of all payrolls; and provide a variety of related payroll/tax responsibilities.
- Stay current with applicable retirement laws, rules and assist with a variety of special projects.
- Ensure that all procedures are in place to comply with all federal, state and local laws and policies related to payroll to include, but not limited to Teacher Retirement System (TRS), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), 457 and 403(b) plans.
- Ensure data integrity of information contained in payroll systems.
- Research, recommend, implement and administer District and department policies and procedures that comply with all federal, state, and local regulations.
- Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
- Prepare annual operating budget recommendations for department, and implement and monitor assigned budgets.
Staff Management:
- Provide administrative direction and leadership to assigned staff for the operational, financial, and personnel resources to effectively support District goals.
- Supervise, evaluate performance, and lead the recruitment, hire and placement of assigned staff.
- Recognize exemplary performance of assigned staff.
Organization Morale:
- Provide and demonstrate leadership to assigned area; oversee resource allocation to effective support District goals, and implement/maintain accountability measures for assigned area.
- Foster team building among department employees, encourage active involvement in the decision-making process by all department employees; communicate expectations for high-level performance to staff; recognize staff achievements; an ensure effective and quick resolution of conflicts among department employees.
- Facilitate communication and collaboration among assigned department personnel and campus administrators to enhance service delivery, program development, and customer satisfaction.
