Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Payroll Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Job Description

    SUMMARY:

    Under the direction of the Associate Vice Chancellor, Business Services independently plan, organize, control and direct all District payroll services and operations; oversee the development, modification, and implementation of payroll modules; efficiently plan, organize and supervise payroll activities and retirement processing; perform a variety of complex and specialized duties related to payroll functions and recordkeeping for District personnel.

    ESSENTIAL FUNCTIONS:

    Plan and direct the activities of the District payroll functions to ensure timely and accurate payment of staff, in accordance with District and County policies and procedures, and state and federal requirements.

    Develop the District's payroll strategy, planning, communications, and marketing of the payroll function and related services.

    Develop and control all tasks necessary to accomplish the District's payroll processing objectives, including relationships with internal and external auditors and state and federal agencies.

    Ensure compliance with IRS, State, County, Social Security, PERS and STRS rules and regulations, as well as collective bargaining agreements.

    Coordinate the timely preparation and reconciliation of employee payroll tax deposits and quarterly reports for Federal, State, and Unemployment Insurance taxes.

    Oversee year-end payroll operations, including the reconciliation of W-2s according to applicable laws and regulations. Audit year-end records for accuracy and make corrections and adjustments as necessary.

    Direct the compilation of information and data to create various financial and statistical reports and statements. Oversee and maintain the payroll department's budget.

    Serve as a liaison between Payroll and Human Resources to ensure compatibility with the related departmental functions, including leaves of absence, health & welfare benefits, employee data, and Payroll/Human Resources system calendars.

    Ensure employee withholdings, voluntary and statutory, are remitted accurately and on time. Oversee and coordinate the remittance of employee voluntary deductions and the establishment of automatic payroll deposits.

    Drive consistency in payroll practices, controls and management reporting. Evaluate, standardize, and document procedures to assure business continuity and efficiency of the department.

    Coordinate with finance and accounting departments to ensure accurate estimating, coding, accounting and reporting of payroll.

    Provide leadership to the payroll team. Train, supervise and evaluate the performance of assigned staff. Develop and prepare work schedules, coordinate duties and assignments to ensure effective operations. Effectively lead the payroll team toward achieving department goals that support the strategic goals of the District.

    Manage the relationship with outsourced and contract payroll service providers.

    Develop and coordinate the payroll calendar and timeline and provide direction and supervision regarding the input, revision, and deletion of payroll information, and the processing of time reporting and pay warrant distribution.

    Liaison with District internal audit department. Coordinate audits and retrieval of information for inquiries received from external agencies.

    Respond to inquiries concerning payroll processing, and lead communication on payroll issues, deadlines, and other issues.

    Develop budget information and provide recommendations related to collective bargaining.

    Participate in workshops, seminars and training to remain current on applicable laws and procedures. Provide updates and recommendations for changes in policy and/or procedure as needed to reflect current laws and practices.

    SECONDARY FUNCTIONS:

    Maintain various statistical files and charts related to the district payroll function for use in the preparation of federal, state and district reports.

    Ensure that district payroll records are maintained according to approved procedures.

    Assist in the development and documentation of payroll procedures. Establish desk procedures to document best practices.

    Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

    Perform related duties as assigned.

    KNOWLEDGE AND ABILITIES:

    KNOWLEDGE OF:
    • Principles and practices of supervision and training of staff.
    • Payroll policies and practices including laws and regulations related to public education.
    • Principles and practices of data entry and retrieval.
    • Preparation and reconciliation of payroll.
    • Applicable sections of the Education Codes regarding payroll practices and procedures.
    • Tax laws and appropriate withholding procedures as they relate to specific area of responsibility.
    • Strong oral and written communication skills.
    • Modern office practices, procedures and equipment.
    • Recordkeeping techniques.
    • Principles of accounting.
    • Federal, State, PERS and STRS or similar retirement regulations pertaining to payroll.

    ABILITY TO:
    • Supervise, coordinate and participate in District payroll services and functions for academic, classified, and short-term/student employees.
    • Supervise the district payroll activities and assigned employees, assigning and reviewing work performed.
    • Perform a variety of complex and specialized duties related to payroll and recordkeeping for district personnel.
    • Prepare accurate payroll summaries and reports, including budget reports as required.
    • Implement new procedures, systems and equipment.
    • Read, interpret, apply and explain applicable payroll and fringe benefit provisions of state and federal regulations.
    • Work with outside agencies in the coordination of ERISA and COBRA.
    • Understand and follow oral and written directions.
    • Work independently with little direction; plan and organize work to meet schedules and timelines.
    • Competently use a variety of equipment, including a personal computer, calculator, and other related office equipment for assigned area.
    • Establish and maintain cooperative and effective working relationships with employees and representatives of other agencies contacted in the course of work.
    • Train, supervise and evaluate personnel.
    • Work confidentially with discretion.
    • Compile information and statistics on the economic proposals of bargaining units

    EDUCATION:

    Bachelor's degree in accounting, business administration, public administration, finance, or related field.

    REQUIRED EXPERIENCE:

    Al least three years of directly related and increasingly responsible supervisory or management experience in a payroll function, preferably in an education, governmental, or non-profit institution.

    WORKING CONDITIONS:

    Office environment.
