Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. BRIEF DESCRIPTION:
The purpose of this position is to provide accounting and payroll support for all employees. This is accomplished by administering payroll functions, preparing bills for payment, administering the city’s travel program, hotel/motel tax and beverage tax, reconciling municipal court activities, processing budget transfers, and updating department budgets. Other duties include assisting with related projects as assigned.

2 S Provides payroll support by verifying personnel information and updating changes, entering and calculating payroll transactions, verifying payroll numbers, overseeing payroll distribution, preparing and interfacing journal vouchers, reconciling accounts, and documenting information.
3 S Completes municipal court transactions by transferring files to create journal vouchers, balancing receipts, and reconciling bad checks, refunds, bonds and curfew accounts.
4 S Administers the travel program by providing guidance to departments, verifying travel advances and registrations, submitting advances to individuals, ensuring timely settlement of accounts, and computing final expenditures.
5 S Pays bills and reconciles accounts by preparing authorizations, verifying accuracy, charging to the appropriate departments, preparing journal vouchers, maintaining ledgers, and initiating any and all corrections.
6 S Administers special taxes by creating and printing tax forms and mailing to parties, updating payment accounts, creating receipts, notifying parties for payments as necessary, maintaining records and providing information to outside parties.
7 S Completes ancillary transactions by preparing regularly scheduled reports, preparing approved budget changes, and completing year end closing processes.
