Position Title: Payroll Manager Location: Central Administration FTE: 1.0 FTE Hours Per Week: 40 Term of Employment: 52-weeks Department: Human Resource Department Reports To: Executive Director of Human Resources Position Summary: Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates. Essential Functions: 1. Payroll Administration - 86% a. Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. i. Process payroll and verify totals of all payroll-related reports 1. Calculate hours worked by wage rate on paper/electronic timesheets, enter into Skyward. 2. Import TrueTime worksheets for relevant payroll into Skyward. 3. Balance Pay Codes 4. Balance Gross to Net 5. Print and mail advice of deposits. 6. Transfer file to payroll file to bank. 7. Mail payroll liability checks. 8. Annually calculate comp hours to be paid out. b. Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates. c. Prepares and maintains accurate records and reports of payroll transactions. d. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices. e. Facilitates audits by providing records and documentation to auditors. f. Identifies and recommends updates to payroll processing software, systems, and procedures. g. Maintain TrueTime i. Add to Staff to Org Chart ii. Assign Work Schedules iii. Email directions for TrueTime iv. Update calendars annually. h. Enter new hire W4, WT-4, Direct Deposit information into Skyward and prenote ACH file. i. Prenote all changes to existing staff's banking information. j. Process all change of assignments including wage increase (if applicable), and calculate first paycheck. k. Complete and file quarterly reports. i. 941 and Schedule B to the IRS. ii. Tax and Wage Reports with DWD iii. Multiple worksite reports to Bureau of Labor Statistics l. Process all changes to W4, WT-4, 403(b) or 457 deductions. m. Process summer school payroll. i. Add to Staff to Org Chart ii. Assign Work Schedules iii. Collect new hire paperwork for all new hires including I-9. iv. Mass build/approve worksheets. n. Complete employment verifications with salary information. o. Complete and submit all payroll withholdings for accounts payable to process. i. Federal Withholding ii. State Withholding iii. Wage Attachments iv. Garnishments v. 403(b) payments vi. 457 payments p. Import assignments for all staff. q. Calculate first paycheck for new staff. r. Periodic calculations of back pay. s. Answer any payroll related questions. t. Workers Comp Audit. u. Process monthly UI invoices. v. Process, verify and file annual W2’s and WT-7 forms. w. Process Unemployment requests. 2. Central Administration Receptionist Lunch Coverage - 4% a. Perform central administration receptionist duties for scheduled lunch hours. 3. Serve as back-up in the absence of the Benefits/Payroll Manager. - 5% Other Responsibilities: 1. All other duties as assigned - 5%
Required Education, Experience, and Skills: 1. Associate’s Degree in Human Resources, equivalent in work experience, or combination of education and work experience. 2. Three to five years of related experience required. 3. Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes. 4. Excellent organizational skills and attention to detail. 5. Strong analytical and problem-solving skills. 6. Strong supervisory and leadership skills. 7. Proficient with Google Suite or related software. 8. Proficient with payroll software. Preferred Education, Experience, and Skills: 1. Bachelor's degree in Accounting, Business Administration, Human Resources, or related field preferred. 2. Previous experience with a public school district is preferred. Supervisory Responsibilities: 1. Not applicable. Physical Requirements: 1. Prolonged periods of sitting at a desk and working on a computer. 2. Must be able to lift 15 pounds at times.
