Job Summary
The Payroll Manager, under direction, manages the operation of the Payroll Office, oversees the process of payroll transactions in an online system, and provides payroll accounting services.
Essential Duties and Responsibilities:
Analyzes information to prepare spreadsheets, and process payroll corrections and supplemental payments. Supervises reconciliation of payroll clearing accounts and reimbursement processes.
Participates in developing departmental strategic plans based on departmental goals.
Conducts payroll training for employees and staff on payroll timesheet submittal, approvals and payroll reports review.
Provides customer service regarding payroll issues to employees and payroll processors regarding completion of complex payroll situations, and advises and answers questions relating to payroll procedures and policy.
Manages foreign employment as it relates to payroll and Federal tax withholding and non-payroll taxable items that must appear on W-2 statements.
Processes and follows up on payroll ACH correspondence and collection of payroll salary overpayments.
Prepares and processes court ordered child support, tax levies, student loans, and bankruptcy deductions and oversees remitting of payments to proper agencies.
Completes employment and payroll verifications that are related to court ordered deductions.
Calculates, prepares, and remits Employer's Federal Tax Deposits via Electronic Federal Tax Payment System (EFTPS) after every pay date for all monthly, bi-weekly, and supplemental pay.
Calculates, prepares, and remits Employee's State & Local Income Tax Deposits via Electronic Payment System monthly, quarterly and annually.
Ensures compliance with all unit, department, University, and government standards, policies and procedures.
Serves as Payroll Tax Compliance & Reporting representative.
Provides guidance to a team or departmental sub-unit(s).
May supervise other payroll staff.

Minimum Requirements
Education - Bachelor's degree in Accounting or equivalent combination of training and experience.
Experience - 5 years of related experience.
Knowledge of - Knowledge of word processing, spreadsheet, and database applications.
Ability to - Ability to multitask and work cooperatively with others. Strong verbal and written communication skills. Excellent bookkeeping, analytical, and accounting skills.
